ITEM EXPLANATION At its regular meeting of August 21, 1990, the Council i Urgency Ordinance No. NS-127, which is effective for 45 di set a public hearing for September 25, 1990, in order t.o c( extending the interim ordinance for ten months and fifteel Extension of the interim ordinance would provide addition; to complete the work plan without prejudicing the City's i to comply with it when it is adopted. At its regular meeting of January 2, 1990, the Council a] the work plan with the understanding that Phase I of tl plan would be completed by July 1, 1990. However, as some tasks of Phase I were deferred by the subcommittee to t Open Space Advisory Committee, the issues have not been re: Extension of the interim ordinance would continue the threc features of Ordinance No. NS-127, namely! 1. It prohibits the approval of any development project would delete the amount of open space shown on th space map recommended by the Citizens Committee. Bc adjustments could be considered if certain findings 2 as recommended in the Report of the Citizens Committ 2. It prohibits the approval of any development project would preclude the potential linkage of larger oper areas as shown on the "Comprehensive Open Space Netwo: recommended by the Citizens Committee. 3. It requires consideration of the revised Open Space 1 recommended by the Citizens Committee to be scl immediately following the completion of the studieE are part of Phase I of the work plan. FISCAL IMPACT Two consulting firms will need to be hired to assist st completing the work plan. Consultants were hired to prep: trail study. The cost for the trail study is approx: $42,000. One additional consultant will be needed to addrc Open Space Management Plan, which will include a detailed j and acquisition program. It is anticipated that the work ( plan will cost between $50,000 and $75,000. An estimate 0: time and materials to accomplish the entire work plan wc $50,000.
