MTG.” CITY A DEPT.” CITY k 10/02/90 OF THE JAMES DRIVE STORM DRAIN ENG : MP PROJECT NO. 3224 I I F0MME:NDED ACTION: Adopt Resolution No. 9-26 L5 approving plans and specifications z authorizing the City Clerk to advertise for bids for 1 construction of the James Drive Storm Drain between Basswood i Tamarack Avenue, Project No. 3224. ITEM EXPLANATION The plans and specifications for the construction of the Jai Drive S’torm Drain have been completed and are ready advertisement for construction bids, This project involve:s . c0nstruc:tion of a 54” storm drain to replace the existing 01 drainage channel from James Drive to Tamarack Avenue. The proj, is an element of the City’s Master Drainage Program. The projl will relieve a persistent sump condition at Chestnut Street wh has been a long-term maintenance and nuisance problem and. w reduce sedimentation problems at Bristol Cove. Staff recomme approval. of the plans and specifications and requests authorizat to bid the construction of the improvements. ENVIRONPIENTAL CLEARANCE The Planning Director has issued a Negative Environmen Declaration for the project on February 22, 1986, finding project to have no adverse environmental impacts. The Califor Coastal Commission has issued to the City the required Califor Coastal Development Permit for the project. GENERAL PLAN CONSISTENCY ! 5 The planning Commission has found the James Drive Storm Dr Project consistent with the Carlsbad General Plan as an dement previou:; City Capital Improvement Program budgets. FISCAL IMPACT Through the CIP process, funds in the amount Of $600,000 have k appropriated for this project, which are estimated to be suffici for this project. Much of the available vacant areas may be acquired by the School District or the City as proposed in the recent Northwest Quadrant Parks study. At this time, the Planned Local Drainage funds can only provids $162,000 of the budgeted $600,000 cost of construction. Staff recommends proceeding with the construction of the James Driw Storm Drain project with the balance funded with General Capital Construction funds.
