ITEM EXPLANATION: The City made application to the San Diego Regional Water QL Control Board (SDRWQCB) on December 8, 1983 to purvey rec: water purchased from the San Marcos County Water Distric approved for discharge in the Carlsbad water service area the City limits. This area is generally south of Palomar A: Road, east of Interstate 5, north of La Costa Avenue, and wt the eastern City limit. The SDRWQCB approved this applicat. their meeting of January 23, 1984 and included as a provisj approval, that Carlsbad designate a Water Master. Maintenance, City of Carlsbad reported that the Cf ty of Carlsbad intend to execute an agreement wfth the $an Marcos County Water District where the CSty of Carlsbad will purchase wholesale rec?e;med water from the S Marcos County Mater Dlstrfct and sell the water to varjous users within the city. The reclajmed water wmld bE delivered t4 Carlsbad from the San Marcos County Water District's Meadowlark Water Reclamation Plant through an existing reclaimed water reservoir and emergency effluent disposal p'l'pe he which is owned and mafntained by the Dlstrlct. Order No, 79-23, "Wnste Discharge Requirements for $an Marcos County Ma District, Wastewater Reclamation Project near San Marcos Creek" was adc hy this Regional Board 3n March 26, 7979. Order No. 79-23 and Addenda thereto serve as waste dfseharge requirements for the Meadowlark Water Reclarnatlon Plant. As a result of planned public use af the areas proposed for Irrigatfon wIth reclaimed water treated at the Meadowlark Water Reclamation Plant, for irrigation and, therefore, a potentfa1 pub1 IC health problem, Pursuant to SectSon 13523 of the California Water Code the Regional Board, after consul tfng wjth and receiving the recornendatfans of the State Department of Health Services, in order to protect the public health, safety or we1 fare, may prescribe water reclamation requtmmnt! for water which is used or proposed to be used as reclaimed water. Thc purpose of thjs Order 1s to prgscrjbe water reclamation requfrements fc wastewater purveyed by the City of Carlsbad (hereinafter purveyor). These reclamation requirements govern the purveyance of reclaimed wate treated at the Meadowlark Water Reclarnatlon Plant to persons us5ng sue1 water for landscape irrFgation. Such actfvf ty constitutes only a mho rnodSftcatfon to land and such actfvjty fs thereby exempt from the prov sions of the Cal Sfornia EnvS ronmental Qual ity Act (Pub1 ic Resources Code, Section 21000, et seq.) in accordance w3th Section 15304, Chapte Title 14, Callfornfa Ahninistratfve Code, IT I5 HEREBY ORDERED, That the C4ty of Carlsbad shall ~etrtlply with the folla for the conveyance and purveyance of redaimed water. RECLAIMED WATER PURVEYANCE SPECIFICATIONS I* Reclaimed water shall only be purveyed to areas for which valid waste dfscharge requirerrents, as established in Order No. 79-23 and Addenda thereto, are in force. PrSor to purveyfng reclaimed water to any other area or to perscns using such water for any other PU~POS~~ the City of Carlsbad shall obtain proper authorha tion from the San Marcds County Water District and this Regional 8oard. Bypassing or dfrect dlscharge of reclaimed water to Sun Mbrcos Creek or tributaries thereof, or to any fnland watercourse, is prohli bi ted.
