BOARD MEETING AGENDA ITEM (ACTION) RECOMMENDED ACTION: Review, discuss, and take appropriate action regarding Carlsbad Unified School District (CUSD) agenda item, "Closure of district playing field for maintenance and repair." ITEM EXPLANATION; The attached CUSD board meeting agenda item (Exhibit 1) was discussed by school district officials on October 24, 1990. Commissioner Finnila requested this item be placed on the Parks and Recreation Commission agenda for discussion. Although a number of issues were discussed relative to school district play fields, the following recommendations were approved by the Board of Trustees (Exhibit 2). 1. Signs in English and Spanish explaining conditions of use be posted at all times on district fields. 2. The schedule as submitted for closure of fields for renovation be initiated. 3. The district continue to work with the City and the Police Department to have the unauthorized organized leagues removed from the fields by the Police. Fe,asel, Manager, Facilities, Maintenance & Operations SUBJECT: Closure of District Playing Fields For Maintenance and Repair BACKGROUND INFORMATION The condition of all our playing fields has become a pressing issue to the Board of Trustees and the City Counsel because our fields are also used by the Parks and Recreation Department. The School District and the City have worked out an agreement where the City maintains approximately 50% of our fields, which includes mowing, sprinkler repair, fertilizing, renovation, and the scheduling of all after school hour activities. There are concerns from the community, as well as from Carlsbad Unified School District, regarding the weekend sports activities at Valley Junior High School and Magnolia Elementary School. These concerns include trash, parking problems, drinking of alcohol on school grounds, lack of liability insurance of the user groups, no restroom facilities, and the tremendous amount of time the Sunday soccer groups are using the fields. With the daytime use for school activities, the evening activities, and weekends for the community activities, there has not been time for the fields to be rejuvenated. CURRENT CONSIDERATIONS The District and the City have taken positive steps to rectify the situation, such as a new policy (EXHIBIT I) - posting of signs in Spanish, as well as English, and the police have questioned groups for permits. In one area the City put in a portable toilet. \NVU-J. ••'•,». There is a scheduled period of time each field is allowed to rest when no activities are allowed (EXHIBIT II). This does not stop the use of renegade groups that do not go through the Parks & Recreation Department - they are the ones that are causing most of the problems because there are no designated leaders and are not from the Carlsbad area. 48 EXHIBIT AGENDA ITEM 30 Playing Fields (cont.) Page 2 Most of the field closure time is in the summer months because that is the time when students are not present. The City does an excellent job on the fields they are responsible for and are presently completely renovating the upper field at Valley Junior High - even though it is the district's field to maintain. SUPERINTENDENT'S RECOMMENDATION: Recommend approval of staff recommendation. 49 74 PARKS AND RECREATION DEPARTMENT POLICY #32 ORGANIZED SPORTS LEAGUES USE OF SCHOOL ATHLETIC FIELDS The department reserves the right to limit the number of uses by any one group so that the entire community may make use of the limited facilities available. This department administration policy is for organized sports leagues who are using school athletic fields on Sundays for more than a one month period of time. These organizations are defined as any sports group who schedules athletic games, have officials (either paid or volunteer) and the players on the team have uniforms. The following department policies and procedures will be used when sports organizations request to use school athletic fields: 1. Organized sport league organizations must submit a Parks and Recreation Facility Use application and have approved permit for the use of school athletic fields. 2. All organizations will follow the procedures and policies as stated in the City of Carlsbad Parks and Recreation Department Facility Use Regulations (Exhibit 1). 3. The City shall require liability insurance of one (1) million to five (5) million dollars as which is identified in Council Policy Statement #37 (Exhibit 2). 4. All organized sports organizations whose league season exceeds (30) days in length, will be limited to a use of the fields to every other Sunday during the month. 5. Field use will not be permitted during scheduled maintenance closures. A list of field closures is available at the Carlsbad Parks and Recreation facility office. 6. Rest room facilities must be provided at the expense of the applicant/organization and at no additional cost to the City of Carlsbad or to the School Districts. 7. A S250 refundable cleaning/damage deposit must be paid upon application approval. UJi a: o nCl ' n 53 78 Regular Meeting - 4 - October 24, 1990 Change Order #1 - electrical work at Carlsbad High School, Phase IIA, for an amount of $9,932, increasing the contract with Helix Electric, Inc. to $214,932. Change Orders #2 and #3 - rough carpentry at Aviara Oaks for an amount of $8,586, decreasing the contract with Douglas E. Barnhart, Inc. to $640,330. Call for bids for a relocatable kitchen at Valley Junior High School and pursuance of a seven-year lease/purchase agreement. Contract with Young/Lumsden for architectural services relating to the purchase and installation of the relocatable kitchen at Valley Junior High School at a fee of four percent (4%) of the cost of the relocatable kitchen and eight percent (8%) of the site work (for a total fee of approximately $2,760). It was moved by President McCormick, seconded by Trustee Switzer and Gifts carried unanimously to accept with appreciation gifts as listed which had been donated to the district. SCHOOL PLANTS An informational report was presented by DeWayne Feasel, Manager, Construction Facilities, Maintenance and Operations, on construction projects Report taking place in the district. Board members discussed problems which had developed with use of Playing Fields school district playing fields by some organizations, the Civic Center Act, the joint use/maintenance agreement with the City of Carlsbad and closure of the fields for maintenance and repair. The meeting was adjourned to Closed Session at 8:50 p.m. (Trustee Closed Session Nygaard departed from the meeting at this time.)
