ITEM EXPLANATION On April 4, 1990, a local citizen group called Caring Residents of Carlsbad, appearec before the Carlsbad City Council to discuss their concern for the migrant populatiol in Carlsbad. The group investigated a number of ways to assist local migrants anc ultimately developed a proposal for an emergency shelter in Carlsbad. The groul successfully enlisted the support of Catholic Charities, local volunteers, professional5 businesses and a local landowner who offered to donate the use of a small para of land for a two year period. The parcel is located in a non-residential area G Carlsbad on the north west corner of Palomar Airport Road and Hidden Valley Road On April 26, 1990, the City Council called a special meeting and gave it’s unanimou: support to the Caring Residents of Carlsbad/Catholic Charities proposal and t state/federal grant application for funding of a shelter project. Additionally, Counci directed staff to assist Caring Residents with development processing for the project if funded. In August 1990, the California Department of Housing and Community Developmen (HCD) awarded a grant in excess of $345,000 to Caring Residents of Carlsbad an( Catholic Charities for the shelter project. Funds received by the group would bc used to finance construction and furnishing costs. Upon verification of funding, staff met with members of Caring Residents of Carlsbac engineering issues related to the project. Subsequent to the meeting, staff wa: notified that the property owner who donated the temporary use of land for the project would no longer be able to offer the site, instead an alternate site was offered The site is located south of the Carlsbad city limits (Green Valley area), within the sphere of influence of the City of Encinitas, and under the jurisdiction of the Count) of San Diego. In response to local community support of the project, staff contactec the landowner and asked that the original site or an alternate site in Carlsbad bc considered. According to the owner’s representative, the only other parcel available for use is located on the south side of Palomar Airport Road, just southwest of the original site on Hidden Valley Road. Staff evaluated this site and found significanl environmental issues associated with any use of this parcel. Issues included; nc direct access to the property without destruction of sensitive wetlands habitat, to coordinate development processing and discuss potential planning anc 0 I e e PAGE TWO OF AGENDA BILL NO. 14 94L and the parcel lies within the 100 year flood plain. For this reason staff could no. recommend this site for the project. To date the land located in the Green Vallel area is the only offer which has been made. Caring Residents of Carlsbad contacted the Mayor and City staff regarding the ne\n proposed location and indicated that, while they would consider changing the location of the shelter to Green Valley site, their primary desire was find a suitable sit€ within Carlsbad. In April of 1990, staff was directed by Council to assist Caring Residents of Carlsbad with development processing for the shelter project, if fundinc were received. Since Council’s support of the shelter project was partially based or a Carlsbad location, staffs direction from Council may no longer be appropriate. Once a contract with HCD, for funding, has been signed by Catholic Charities, only 14 months will be available to complete the project. In view of this time limitation, staff has recommended the City Council direct them to begin investigating alternative locations for the emergency shelter, and assist Caring Residents in soliciting offers from local landowners. The Ecke parcel is located in a non residential area on the northwest comer of Palomar Airport Road and Hidden Valley Road On April 26, 1990, the Carlsbad City Council called a special meeting and gave it’s suppor to a state/federal grant application submitted by Caring Residents of Carlsbad and Catholil Charities for funding of a shelter project. Additionally, Council directed city staff to assis. Caring Residents with in with development processing for the project, if funded. In August of this year, Caring Residents of Carlsbad and Catholic Charities receivec notification of funding for the emergency shelter project from the California Department 0: Housing and Community Development (HCD). According to HCD, the group would bt eligible to receive funding in excess of $345,000 which would have to be used towarc construction and furnishing costs. Once funding was verified, Community Development staff met with members of Carinl Residents of Carlsbad to coordinate development processing and discuss potential planninl and engineering issues related to the project. The group also asked the City to considel providing financial assistance via a waiver of development fees. Subsequent to meeting wit1 Caring Residents, staff was notified that the property owner would no longer be able to offe: the original parcel of land near Palomar Airport Road for the shelter site. Instead The Carltas Company, offered an alternate site, south of the Carlsbad city limits. This parcel is under the jurisdiction of the County of San Diego and within the sphere of influence of the City of Encinitas (Green Valley area). In response to community support of the project, staff contacted Carltas and asked them to reconsider the original site offered, or evaluate other properties they own in Carlsbad. Carltas’ responded with an alternative site locatec on the south side of Palomar Airport Road, just southwest of the original site offered Planning staff evaluated this site and found significant environmental issues associated wit1 any use of this parcel. Issues included; no direct access to the property without destructior e 0 of sensitive wetlands habitat, and the parcel lies within the 100 year flood plain. For these reasons staff cannot recommend this site for the project. According to Carltas, the family'! current offer to Caring Residents for the alternate site in the Green Valley area, still stand! (see attached letter). Kathleen Wellman of Caring Residents contacted both the Mayor and staff regarding thc new offer. The City Council's initial direction to staff in April was to assist Caring Resident: with development processing for the project, if they received grant funding. Since the original site proposed in Carlsbad is no longer available, staffs direction from Council maJ no longer be appropriate. It would be my recommendation that the City Council consider these options with regarc to recent events: 1. Withdrawing support for the project, given the potential change ir location. 2. Providing continued staff support to Caring Residents in developing tht shelter on the Ecke property located between the Cities of Encinitas and Carlsbad, and under the jurisdiction of the County. 3. Directing staff to investigate alternative locations for the emergenq shelter, either within the Carlsbad city limits or sphere of influence, and assist Caring Residents in soliciting offers from other local landowners. Based the community support and recent meetings with the Mayor, staffs recommendatior to Council would be to pursue option #3. According to Kathleen Wellman, they are anxiou to find a fixed location in Carlsbad, since almost all of their volunteers are residents. She has estimated they will receive a contract for the grant monies sometime in late November or early December and are concerned that delays in obtaining a firm location could jeopardize their funding. Staff has communicated our intention to take the "location issue" forward to Council as soon as possible. Once the contract for the project and funding has been signed, Catholic Charities will have only 14 months to complete the project. Given this somewhat aggressive schedule, if Council selects option 3, staff will need to start investigating alternate locations as soon as possible. As you are aware, tk willingness of the Ecke Family and its land holding company to mak property available for the provision of the emergency shelter wa in recognition of the community needs and a desire on the part c a number of citizens in the community to try and deal with problem with which local governments and other public agencies ha% had a difficult time. For reasons related to both constraints involving the property ar the personal circumstance of members of the family, we ha\ determined that the site originally proposed would be inappropriat for the Location of a such a facility knowing that at least a ful two-year period would be necessary to make the proposed shelte ;effective. Given environmental, land use, economic, and othe constraints, we have also determined that no other property unde our control in Carlsbad can be made available. We have made a proposal to the Caring Residents of Carlsbad t provide a location within the county in the area between Carlsba and Encinitas which we believe would both be suitable and could b made available. However, we understand your concern and desire that the project b located within the City limits. We recognize the Carlsbad base o the community group and the committed body of local residents businesses, organizations and professionals, as well as thl direction to the City staff to assist. Obviously, it would be less disruptive if property within the C of Carlsbad could be provided. Given the temporary nature of project and the commitments that have been made by the City st to date which affect this project I we urge you to give seri consideration to the City's vast land holdings, or the county la within the boundaries of the City of Carlsbad, which could be m available for this limited, temporary shelter.
