For its f five years this program was supported with grant funds provided by The California Stai Library under its California Literacy Campaign program. State funding was available c a five-year period. Since 1989, the Carlsbad City Library’s Adult Learning Program has supported by the City’s General Fund. On September 19, 1990, the Governor approved Assembly Bill 3381 which creates the California Library Literacy Service. This legislation authorizes state matching funds foi libraries that have completed the five-year establishment period. Since this legislation > not fully funded, a limited amount of state funding is available. Based upon early estin of locally budgeted funds for literacy programs, the State Librarian estimates there may approximately one state dollar for each eight dollars provided in local literacy budgets. exact amount of grant funds will not be determined until all requests for funding are received. The Carlsbad City Library meets the requirements for eligibility for state matching func described in the State Librarian’s memorandum and attachments of November 16, 1991 (Exhibit 2.) FISCAL IMPACT Awarding of state grant funds is based upon matching locally budgeted funds. These matching state funds are awarded with the intention of extending or enhancing the exis literacy services. Based upon the State Librarian’s estimate of available funding and the Adult Learning Program FY90-91 budget of $113,141, the library will receive approximately $14,000 in funds for FY90-91. 0 Q PAGE 2 OF AGENDA BILL NO. Strong, Chief Executive Officer, CLSB fFii-p Procedures for seeking CLSA literacy funds I enclose the instructions and forms needed to seek funding in fiscal year 1990- 91 through the newly-established California Library Literacy Service (CLLS). This California Library Services Act (CLSA) program codifies and enhances the California Literacy Campaign (CLC) as Chapter 1095 of the California Statutes of 1990. The bill was known as AB 3381 (Baker). Although CLSA literacy funding was reduced drastically this year, the passage of AB 3381 was an important strategic victory. It authorizes matching funds, when available, to libraries that have completed the five-year establishment period of literacy funding. The California Library Services Board (CLSB) has decided to demonstrate support for libraries with established literacy services by making available to them the limited funds still remaining for fiscal year 1990-91. This was a very difficult decision, because the alternative was to fund literacy services in libraries new to the CLC. Based on early estimates of funds available locally, there will be somewhere around one State dollar for each eight or so in your local literacy budget. I will not be able to determine the exact arnocnt until I have received all requests for funding. 4 0 0 November 15, 1990 Page 2 Please complete all of the enclosed forms if you would like to receive a CLSA literacy grant this year. If you elect not to participate, please return Form CLSA- 69 with the second option completed to verify that you do not wish to participate. Return them to Cameron Robertson by December 14, 1990. After the exact amount of your grant has been determined you will be asked to complete a Plan of Service for these funds, and a Budget Page to support the Plan. Although the amount will be relatively small this year, it will be for only half of the fiscal year and will give us a chance to work through the process. The law authorizes up to a dollar-for-dollar match. As you continue to demonstrate the value of literacy services in California’s public libraries, we will work together to gain the resources at both the local and State levels to significantly reduce illiteracy in California. I enclose a copy of the California Library Literacy Services law as well as the implementation schedule approved by the CUB at their November meeting. GESE!ST.ABB 11/15/90 1 e W Seeking Funds For Established Literacy Services Fiscal Year 1990-91 .p cwn’oww LIBRARY LITERACY SERVICE Libraries which have completed five years of State support for adult literacy services in the California Literacy Campaign (CLC) may be eligible for funds under the Californiz Library Literacy Service Act of 1990 (Chapter 1095 of the Statutes of 1990.: Section 18733.2 (b) (6) of the Education Code provides for funding of these programs. The law states that allocation of California Library Services Act (CLSA) literacy fund! for established library literacy services (Le., in sixth and subsequent years) shall be basec on the amount of private and public funds available for the purposes of the Californiz Library Literacy Service (CLLS) in that fiscal year. The percentage of match to be provided by the State shall not exceed 100% of each library’s locally developed funds, i-e. a dollar-for-dollar match. State grants are also limited by the amount of CLSA mone! available for literacy each year. Only that portion of locally budgeted private and public funds for literacy that art specifically intended to support the purposes of the California Library Literacy Servict may be included in determining eligibility for State matching funds. For example, fund! used for GED preparation, English as a second language, literacy in languages other tha1 English, or tutoring of in-school youth or adults would not qualify as funds to be matchec by the State. Neither may other CLSA funds, such as Families For Literacy, be countec for matching purposes. To seek funding under this program, a public library must do the following: 1. Certify intent to carry out the purposes of the California Library Literacy Service 2. Certify the total amount of private and public funds budgeted for use in suppor of those purposes during the fiscal year. The following criteria of the CLLS are specified in the law: 1. Provide adult basic literacy instruction and related services through an Englisl language literacy program. (“English language literacy instruction” is defined in the law as “development o basic skills of reading and writing in the English language.” This assumes a prerequisite the ability to speak the English language.) s 0 0 .E CLLS ELIGIBILITY (cont'd) 2. Be evaluated on1 the basis of statewide guidelines established by the Stat€ Librarian. The State Librarian has determined that the following guidelines shall bc implemented: a. Quarterly reporting b. Utilization of CALPEP (the California Adult Learner Progress Evaluatioi Process) The law also provides that the public library shall do all of the following in establishin; and implementing the program: 1. Seek community and local government awareness and support for the program anc develop a local commitment of resources for the program's continuation. 2. Develop cooperative relationships with other literacy service providers an( participate in existing community adult literacy coalitions, in order to address tht wide variety of literacy needs of the community and ensure an effective utilizatio1 of resources. Recruit and train volunteers to provide tutoring and other services in public libra? and other community settings. To determine funding eligibility, submit a completed "Funding Certification Worksheet (CLSA-67.) To seek funds, submit the following completed forms: "Certification of Eligibility anc Funding" (CLSA-68), a "Grant Request" (CLSA-69), and a "Program Narrative" (CLSA-70.) (You will need to submit a detailed budget of both state and locg funds after the exact amount of your grant has been determined.) The Carlsbad City Library will use state matching funds to enhance its Adult Learning Program with improved technical support for volunteer tutors. A part-time Library Technician will be hired. This person's primary responsi- bilities will be assisting in the initial orientation and training of tutors, organizing inservice tutor trainings, reviewing new instructional materials, consulting with tutors about problem areas, and improving communication and sharing among tutors. Another part of the matching funds will be used for operational expenses connected with improved technical assistance for tutors, including purchase of a video cassette recorder! monitor, and stand (for use in tutor training and with instructional videos for learners) and purchase of office equipment for use by the new staff member (e.g., desk, computer/printer.)
