ITEM EXPLANATION:
The City of Carlsbad is experiencing a relatively high level of public improvement
construction activity. Typically $1 00 to $1 50 million in building valuation and $1 50 to $200
million in public improvements are constructed each year. How well this construction is
completed is directly related to the quality of the City’s inspection program.
In recent years, the Building and Engineering Departments have been forced to make
extensive use of consultant inspectors in order to adequately maintain construction quality
control. These services have proven costly (nearly $300,000 this past fiscal year) and we
have experienced excessive turnover. The City finds itself providing costly training for a
transient work force with limited commitment to the long-term welfare of the City.
To address these issues, a Human Resources Consultant was requested to study the
Building and Construction Inspector classification series and salary structure. The intent of
the study was to develop a program more conducive to attracting, developing and retaining
a competent professional inspection staff.
The scope of the study included a survey of other agencies within San Diego County. This
survey confirmed a general lack of consistency between the various inspection duties
throughout the County. In general, cities which are experiencing growth make extensive use
of consultants, and older maintenance cities have relegated inspection to sub-professional
levels of responsibility. Of the cities surveyed, only one other agency is attempting to
develop a sophisticated in-house inspection function and incorporates a competitive salary
structure.
Recent recruitment efforts by the City have not been successful in attracting highly qualified
applicants. It is the goal of the Building and Engineering Departments to develop a top-level
inspection program which enables the City to attract and retain competent professionals
and create a career ladder that will allow the development of in-house capabilities.
To accomplish these goals, three key steps are being proposed:
1. The Engineering and Building Inspection job series shall be structured in a
parallel manner providing three levels of inspectors:
Inspector I (Sub-Journey Level)
Inspector II (Journey Level)
Senior Inspector (Supervisory)
2. Create the new entry level position of Inspector I position in the Engineering
Departmect.

Critical Senior Inspector vacancies currently exist in both the Engineering and Building
Departments. Adoption of the proposed program will insure that the City will obtain the best
candidates possible and strengthen the overall program.
FISCAL IMPACT
Salary and salary related cost increases resulting from the proposed revision will require
appropriation of an additional $1 8,084 in the Building Inspection Division and $1 9,590 in the
Municipal Projects Division from the General Fund Contingency Account. The balance in the
General Fund Contingency Account will be $768,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA APPROVING REVISIONS TO THE BUILDING INSPECTOR AND
CONSTRUCTION INSPECTOR CLASSIFICATION SERIES, AMENDING THE
MISCELLANEOUS EMPLOYEE SALARY SCHEDULES AND APPROPRIATING
FUNDS FOR SALARY INCREASES.
WHEREAS, the City Manager recommends and the City Council concurs that it is
mportant to provide the highest quality inspection services available in the City of Carlsbad; and
WHEREAS, the current salary rangesfor Building Inspectors and Construction Inspectors
qave contributed to the City's inability to recruit an adequate number of qualified candidates to
fill vacant inspector positions; and
WHEREAS, the current classification descriptions for the Building and Construction
Inspector series require revisions to include a Sub-Journey level Construction Inspector
classification and to better reflect supervisory responsibilities required in senior level inspector
positions;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the revised class specifications for the Building Inspector and Construction
Inspector classification series, copies of which are attached (Exhibits 2-7) and made a part
hereof, are hereby approved.
3. That the revised Miscellaneous Schedule, a copy of which is attached (Exhibit 9)
and made a part hereof, are hereby approved.
4. That current funding for salaries in the Building Inspection Division be increased
by the transfer of $18,084 from the General Fund Contingency Account to account

BASIC FUNCTION: Under general direction, to inspect buildings and structures at various
stages of construction, alteration and repair; to assist in the review of building plans and
specifications; to enforce building, plumbing, electrical, and zoning codes and laws; and
to do related work as assigned.
DISTINGUISHING CHARACTERISTICS:
The Building Inspector I is the entry level class in the Building Inspection series for which
prior building inspection work experience is not required. Incumbents in this class are
expected to learn the office and field operations of the department under the direction of
Building Inspector H’s, eventually qualifying for advancement to Building Inspector 11.
Incumbents may need to take related college courses on their own time.

BASIC FUNCTION: Under general supervision, to perform highly responsible construction
coordination and inspection work involving public works construction projects; and to do
related work as assigned.
DISTINGUISHING CHARACTERISTICS:
This is responsible, journey level work involving construction coordination, design and
construction contract management, and on-site field inspection work for a wide variety of
public and private sector projects. The work involves a high degree of day-to-day contact
with architects, engineers, general contractors and construction trade specialists to assure
that public facilities are constructed in accordance with engineering standards, and City
codes and policies. Senior Construction Inspectors are distinguished from the lower level
class of Construction Inspector in that the Senior Construction Inspector is assigned a
higher level of responsibility involving design and construction contract compliance work.
The Senior Construction Inspector will also be responsible for the coordination, assignment
