AMENDING THE MISCELLANEOUS SALARY SCHEDULE
FOR CODE ENFORCEMENT OFFICER
CITY MGR=-
IECOMMENDED ACTION:
Adopt Resolution No. y'+'+"revising the classification and salary plan for Code
Enforcement Officer I and Code Enforcement Officer 11.
ITEM EXPLANATION:
The Code Enforcement Division of Community Development is responsible for
ensuring that builders, business owners, and property owners adhere to City
codes, ordinances, and abatement regulations. The Code Enforcement Division is
responsible for regulating noise, animal control, vehicle storage, littering, zoning,
and illegal use of private property and public right of way.
In reviewing the classification plan, Human Resources and the Community
Development Department determined that a study of the Code Enforcement
Officer classification should be conducted with the intent of enhancing the City's
ability to attract, retain, and develop a professional code enforcement staff.
A Human Resource consulting firm conducted a review of the current
classification and salary structure. Historically, the City has had one
classification of Code Enforcement Officer which was assigned the full range of
code enforcement responsibilities. As the City continues to grow, the need for
professional code enforcement has also grown.
The consultant study recommended that the City create the following:
1) Code Enforcement Officer I:
Establish an entry level Code Enforcement Officer I which provides
a trainee classification that will offer the opportunity for on-the-job
experience in preparation for advancement to journey level code
enforcement positions.
2) Code Enforcement Officer 11:
Convert the current Code Enforcement Officer classification to a
Code Enforcement Officer I1 classification. This classification will
not only allow for professional completion of the full range of code
enforcement activity, but will be responsible for providing
instruction and guidance to less experienced staff.

FISCAL IMPACX
The proposed salary range for Code Enforcement Officer I is Range 43 of the
Miscellaneous Salary Schedule which equals $25,921.22 to $31,507.32 on an
annual basis. The proposed salary range for Code Enforcement Officer I1 is
Range 55, $29,208.66 - $35,503.26 annually. This represents a 3% increase and
was determined by a salary survey that placed Carlsbad at the average of the
San Diego County market.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN
AND SALARY SCHEDULE OF THE CITY TO ADOPT THE
CLASSIFICATIONS OF CODE ENFORCEMENT OFFICER I AND
CODE ENFORCEMENT OFFICER 11
WHEREAS, the City Manager recommends and the City Council concurs, that
the classifications of Code Enforcement Officer I and Code Enforcement Officer 11
should be adopted and included in the City's Classification Plan and Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:

That the above recitation is true and correct.
That the City Council authorizes and directs the City Manager to add
the classifications of Code Enforcement Officer I, as described in Attachment A, and
Code Enforcement Officer 11, as described in Attachment B, attached hereto and
made a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the titles of Code Enforcement Officer I to the Miscellaneous Salary Schedule at
Range 43, $1,112 - $1,212, biweekly, and Code Enforcement Officer 11 at Range 55,
$1,123 - $1,366, biweekly, as shown on Attachment C, attached hereto and made a
part thereof.

BASIC FUNCITON:
Under general supervision, to perform field investigation and office work to enforce and
ensure compliance of occupancy, zoning, sign, vehicle abatement, building and housing
codes and other ordinances; to assist in the training and supervision of lower-level code
enforcement officers; and to do related work as required.
DISTINGUISHING CHARACTERISIICS:
Positions in this class are normally filled by advancement from the lower grade of Code
Enforcement Officer I, or, when filled from the outside, require prior code enforcement
experience. The Code Enforcement Officer I1 class is assigned the full range of code
enforcement duties. Incumbents work independently, scheduling their own work within
required time frames to meet objectives. Problems are resolved in keeping with codes
and City policies; assistance or direction from the supervisor may be requested when
sensitive issues are involved. The Code Enforcement Officer I1 assists in the training
and supervision of lower-level officers, assigning and reviewing work for completeness
and accuracy as required.
KEY RESPONSIBUITES:
Perform office and field investigative work in the enforcement of City codes, ordinances,
and abatement regulations.
Provide information to property owners, tenants, and the general public through
individual contact in the field, over the counter, and by telephone.
Address and resolve complaints regarding enforcement and compliance.
Initiate and respond to criminal/civil complaints.
Prepare and maintain inspection files, records, and logs.
Write letters and prepare notices of violation regarding matters being investigated.
Coordinate actions with other City departments in the enforcement of code violations
when necessary.

Testify when necessary in hearings and court proceedings, and follow-up to ensure
compliance.
Conduct field investigations for compliance with codes.
REPORTING RELATIONSHIPS:
This position reports to Principal Building Inspector and/or Community Development

DESIRABLE OUALIFICATIONS:
Knowledne of:
Ordinances pertaining to zoning, occupancy, sign, vehicle abatement, building
and housing codes, and other ordinances.
Procedures and techniques involved in the investigation, documentation, and
enforcement of codes and regulations.
Principles and practices of municipal zoning and land use.
Ability to:
Apply procedures and techniques involved in the investigation, documentation, and
enforcement of ordinances, codes, and regulations.
Read, properly interpret, and make decisions pertaining to laws, regulations, and
policies.
Photograph violations being investigated.
Deal with the public tactfully, yet firmly.
Establish and maintain cooperative relationships with those contacted in the course
of work.
Communicate clearly and concisely, orally and in writing.
Access infomation from computer files.
Understand and carry out oral and written instructions.

EXPERIENCE AND EDUCATION:
Any combination of training, education, and experience which demonstrates an ability to
perform the duties of the position. A typical qualifying entrance background
is two years of increasingly responsible experience performing code compliance work.

Possession of or ability to obtain a Class C California driver's license. May be required to
work after hours and weekends.

enforce and ensure compliance of occupancy, zoning, sign, vehicle abatement, building
and housing codes and other ordinances; and to do related work as required.
DISTINGUISHING CHARACXERISTICS:
The Code Enforcement Officer I is the entry, training level in the code enforcement
series. Incumbents work under the direction of a Code Enforcement Officer 11,
performing the more routine inspections and code enforcement activities, or assisting in
inspection activities with a more experienced inspector. Routine
inspection/enforcement would not involve cases of prior violators; violations involving
sensitive issues; or cases in which court action is expected. Code Enforcement Officer
1's would be expected to prepare cases for court action, and appear in court to testify if
such action was the result of their assignments, however. Work is reviewed in progress
and/or upon completion for accuracy and completeness. Advancement to Code
Enforcement Officer I1 occurs when training is completed, and the incumbent has
acquired the requisite knowledge and abilities necessary to effectively perform the full
range of code enforcement work.
KEY RESPONSIBILITIES:
Learn and perform routine office and field investigation work in the enforcement of City
codes, ordinances, and abatement regulations.
Provide information to property owners, tenants, and the general public through
individual contact in the field, over the counter, and by telephone.
Learn to initiate and respond to criminal/civil complaints under direction.
Testify when necessary in hearings and court proceedings, and follow-up to ensure
compliance.
Learn to prepare and maintain records of investigations made and actions taken;
maintain inspection files, records, and logs; learn to write reports and chronologies;
learn to write letters and prepare notices of violation regarding matters being
investigated.
