The Planning Department has the responsibility of ensuring that all applications for
development meet the highest standards. The City‘s strong emphasis on enhancing the
quality of review of applications and follow-up on completed projects, an increasing
number of citizens’ committees to provide for maximum public input on City issues, and the
increased federal and state environmental review requirements have all served to place
additional responsibility on the planning staff.

The City has a continued interest in attracting, retaining, and developing the professional
planning staff. Consequently, a study was completed to 1) ensure that salaries paid to
classifications in the Carlsbad planning series are competitive with those in the San Diego
County market, and 2) to ensure that adequate differentials are present between
classifications within the series.
The Human Resources Department conducted the study. Staff analyzed market data and
the current salary differentials. The study confirmed that Carlsbad’s salaries are, in fact,
below market in some instances and that there are problems with compaction in the salary
differentials between classifications.
Staff recommends that the following range adjustments be made in the planning series.
These adjustments will ensure that salaries paid to the planning series in Carlsbad are
competitive in the market. The proposed salaries also correct compaction problems that
currently exist.
FISCAL WACT
Salary increases resulting from the proposed revision will require appropriation from the
General Fund Contingency Account in the amount of $36,784 for the remainder of Fiscal
Year 1990-91. The balance in the General Fund Contingency Account will be
$805,700

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE MISCELLANEOUS
SALARY SCHEDULE OF THE CITY TO REVISE THE SALARY
RANGES FOR PLANNING TECHNICIAN I, PLANNING
TECHNICIAN IT, ASSISTANT PLANNER, ASSOCIATE
PLANNER AND SENIOR PLANNER.
WHEREAS, the City Manager recommends and the City Council concurs, that
the salary ranges for Planning Technician I, Planning Technician 11, Assistant
Planner, Associate Planner, and Senior Planner be adjusted.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitation is true and correct.
2. That the City Council authorizes and directs the City Manager to adjust
the salary range for Planning Technician I from Range 24, $825 - $1,003, to
Range 35, $921 - $1,119; adjust Planning Technician I1 from Range 39, $958 -
$1,165, to Range 50, $1,069 - $1,299; adjust Assistant Planner from Range 57,
$1,146 - $1,393, to Range 64, $1,229 - $1,493; adjust Associate Planner from
Range 76, $1,384 - $1,683, to Range 78, $1,412 - $1,717; and adjust Senior
Planner from Range 81, $1,455 - $1,769, to Range 91, $1,607 - $1,954, as
described in Attachment A, attached hereto and made a part thereof.
3. That the amount of $36,784 be transferred from the General Fund
Contingency Account to Account Number 001-820-3230-1 100 to cover these salary
increases.

JOB TITLE: PLANNING TECHNICIAN I
DEPARTMENT: Planning Department
BASIC FUNCTION: Under general supervision, to perfom a variety of technical work
related to current planning; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS:
This is the entry level class in the technical planning series. Positions in this class are
normally considered to be in a training status and perfom a variety of technical planning
related duties requiring technical training and education, but little practical experience.
Following successful job performance and personal development, reassignment to the
Planning Technician I1 level may be expected. This class may be distinguished from the
next higher class of Planning Technician I1 by the level of experience and independent work
skills required.
KEY RESPONSIBILITIES:
Assist in gathering and tabulating data on population, land use, subdivision and
community design.
Participate in the processing of use permits, variances and minor zoning
applications.
Check building, grading and minor subdivision plans for appropriateness of site, of
lot size and setback.
Obtain names and addresses of property owners from county assessor's records for

DISTINGUISHING CHARACTERISTICS:
This is the entry level of the professional planner series. This class may be distinguished
from the next higher class of Associate Planner by the level of difficulty and complexity of
work performed, and the level of independent work skills required. Incumbents in this
class perform a variety of professional tasks of moderate difficulty with a minimum of
supervision. Work is normally reviewed on completion and for overall results.
KEY RESPONSIBILITIES:
Review and analyze development proposals.
Conduct environmental review for development proposals.
Prepare, and may present staff reports to the Planning Commission and City Council.
Coordinate review and analysis of development proposals with other City
departments.
Conduct basic research and prepare detailed reports and studies.

making technical determinations. This class may be distinguished from the Assistant
Planner position and the next higher class of Senior Planner by the level of difficulty and

This is the advance journey level of the professional planning services. Work of this class
involves the responsibility for conceiving planning programs, developing analysis and work
methods, and reviewing the work of subordinate, professional, and technical personnel.
This class may be distinguished from the Associate Planner by the range and depth of
experience required, and the next higher class of Principal Planner by the level of
supervisory and administrative responsibilities, and degree of accountability required.
