The City‘s strong emphasis on enhancing the quality of review of applications and follow-up on completed projects, an increasing number of citizens’ committees to provide for maximum public input on City issues, and the increased federal and state environmental review requirements have all served to place additional responsibility on the planning staff. RANGE 35 50 64 78 91 The City has a continued interest in attracting, retaining, and developing the professional planning staff. Consequently, a study was completed to 1) ensure that salaries paid to classifications in the Carlsbad planning series are competitive with those in the San Diego County market, and 2) to ensure that adequate differentials are present between classifications within the series. The Human Resources Department conducted the study. Staff analyzed market data and the current salary differentials. The study confirmed that Carlsbad’s salaries are, in fact, below market in some instances and that there are problems with compaction in the salary differentials between classifications. Staff recommends that the following range adjustments be made in the planning series. These adjustments will ensure that salaries paid to the planning series in Carlsbad are competitive in the market. The proposed salaries also correct compaction problems that currently exist. FISCAL WACT Salary increases resulting from the proposed revision will require appropriation from the General Fund Contingency Account in the amount of $36,784 for the remainder of Fiscal Year 1990-91. WHEREAS, the City Manager recommends and the City Council concurs, that the salary ranges for Planning Technician I, Planning Technician 11, Assistant Planner, Associate Planner, and Senior Planner be adjusted. DISTINGUISHING CHARACTERISTICS: This is the entry level class in the technical planning series. Positions in this class are normally considered to be in a training status and perfom a variety of technical planning related duties requiring technical training and education, but little practical experience. Following successful job performance and personal development, reassignment to the Planning Technician I1 level may be expected. This class may be distinguished from the next higher class of Planning Technician I1 by the level of experience and independent work skills required. KEY RESPONSIBILITIES: Assist in gathering and tabulating data on population, land use, subdivision and community design. DISTINGUISHING CHARACTERISTICS: Positions in this class are normally filled by advancement from the lower grade of Planning Technician I or when filled from the outside, require prior planning experience. This is the journey level technical class. Positions assigned to this class require technical planning knowledge, skills, and abilities acquired through experience, and require the ability to work independently, exercising judgement and initiative while assuming more difficult tasks under direct supervision. This class may be distinguished from the Assistant Planner position and the next higher class of Senior Planner by the level of difficulty and complexity of work performed, and the level of responsibility, accountability and experience required.
