ENG:MP JAMES DRIVE STORM DRAIN PROJECT NO. 3224 RECOMMENDED ACTION: Adopt Resolution No. q/-/zi accepting bids and awarding a contr for the construction of James Drive Storm Drain, Project No. 32 ITEM EXPLANATION: On October 2, 1990, the City Council authorized the advertisem of bids for the construction of James Drive Storm Drain. The project is an element of the City's mas. drainage program. This project will also relieve an adve: drainage condition at Chestnut Avenue which has been a long tj maintenance and nuisance problem and will reduce sedimentat problems at Bristol Cove. 0 Page 2 of Agenda Bill No. I (0 y&; 9 Environmental Clearance The Planning Director has issued a Negative Environmel Declaration for the project on February 22, 1986, finding project to have no adverse environmental impacts. The Califo: Coastal Commission has issued to the City the required Califo: Coastal Development Permit for the project. General Plan Consistency The Planning Commission has found the James Drive Storm DI Project consistent with the Carlsbad General Plan as an elemenl previous City Capital Improvement Program budgets. FISCAL IMPACT: Funds in the amount of $600,000 have been appropriated in current Capital Improvement Program budget which are estimatec be sufficient for this project, A summary of curl appropriations is as follows: Current Appropriations FY 88-89 $138,000 General Capital Constructic FY 88-89 $162,000 Planned Local Drainage FY 90-91 $300,000 Planned Local Drainage Total $600,000 Although there are several acres of land available for potent development within this drainage area which would generate Plar Local Drainage fees, current revenue estimates do not incl additional PLD fees from this area. Much of the available vac acres could potentially be acquired by the Carlsbad Unified Sct District or the City for other School District and City uses. Although a total of $462,000 has been appropriated from the Plar Local Drainage Fund at this time, this drainage area can pro1 only $162,000 of the budgeted $600,000 cost of construction. St recommends a loan of $300,000 from the General Fund to the Plar Local Drainage Fund. Repayment of the loan is contingent I collection of future drainage fees. EXHIBITS : 1. Location map. 2.
