Design Review Board, and Housing and Redevelopment Advisory Committee. ITEM EXPLANATION: Historically, the Mayor has had the ability to reappoint members of boards, con committees, regardless of the number of terms they have served. It is now the May1 members who have served two consecutive terms shall not be reappointed. However, may be eligible for reconsideration for any other City board or commission, and could b for reappointment to the same board or commission after a two-year waiting period. EAR I # 0 January 7, 1991 TO: city Council FROM : Mayor Lewis MAYOR'S POLICY ON APPOINTMENTS TO BOARDS AND COMMISSIONS State law provides that a directly elected mayor makes appointments to most of the City's boards and commissions. qualifications of prospective members and the process for tlr appointment is within the mayor I s discretion. It has been suggested that the terms of people serving in IC government should be limited. I do not agree, believing t ultimately is a judgment which should be made by the people at E election. However, because of expressions of concern from pec whose opinions I value and recognizing commissioners do directly stand for re-election and are therefore not judged by people, I have decided to change my policy for making appointmer I will follow a general policy of not reappointing members boards and commissions who have served two consecutive terms. individual retiring after two terms will be immediately eligi for consideration for any other City board or commission and cc be reconsidered for reappointment to the same board or commiss after a two year waiting period. Individuals initially appoin to the unexpired portion of a term would be eligible to reappointed for two consecutive full terms, It is my intention to place this matter on the City Counci agenda as an information item so that everyone will be aware of policy. I have been one of those who has favored the policy of limiting Board and Commission representatives to iwo consecutive terms, and I concur with your poiicy regarding that matter. Recognizing the Mayor's appointment power is shared by the Council in regard to the Planning Commission, the Housing and Redevelopment Advisory Committee and the Des Review Board, I would propose that the Council consider adopting a two-consecutive limi these bodies as well. I think adopting a similar policy in these instances would meet the goals you have outlined in this proposal. Please let me know if you would like any additional information on this subject. The League's position, resulting from our 1987-88 study of "Citizens Participation in Carlsbad Government" is: "In order to achieve and maintain broad citizen participation in city advisory b odies, we support action by the city to limit member- ship to two consecutive terms where there policy of staggered terms." are qualified applicants, continuing the Therefore, the League commends use of the two- term policy.
