RECOMMENDED ACTION:
MTG. 1-22-91 FINANCIAL MANAGEMENT DIRECTOR, AND AMENDING THE CLASSIFICATIONS OF FINANCE
Adopt Resolution No. 'I/ - 3 s" establishing the classification of Financ
Management Director, and amending the job classifications of Finance Director ai
Assistant Finance Director.
Introduce Ordinance No. 0% - 157 amending title 2.20 of the Municipal Code
change all references to Finance Director to Financial Management Director
ITEM EXPLANATION:
Over the past few years the complexity of managing the fiscal affairs of the City ha
increased exponentially. The City has entered a period where the issues of long ran
planning, management of debt programs, major capital improvement progran
increased legislative activity, and the demand for high quality financial services frc
inside and outside the organization have placed a substantial strain on the existi
financial service structure.
The City Manager and Council are dealing with a wide range of complex financ
issues including growth management financing, debt financing decisions on projec
such as the library, golf course, Rancho Santa Fe Road, Palomar Airport Road, maj
fee revisions, and a rapidly changing economic climate which may affect the Cit
budget position to name a few current topics. Under the current system the Finan
Director is available to dedicate only a fraction of his time to any one of these projec
due to daily demands from administrative duties. The City Manager and City Coun
now require full time support of the City's financial expert without competing wj
day-to-day administrative demands for attention.
The proposal before the City Council would change the City organization to deal ~rl
this issue by taking the following actions:
Create the classification of Financial Management Director: This position WOI
report to the City Manager and would direct the fiscal programs operated
the City. This position will be in charge of all fiscal departments includi
Finance, Purchasing and Risk Management. The department heads in each
these areas will continue to be responsible for the daily operations or th
respective departments under the general direction of this position.

0 Amend the classification of Finance Director: The key responsibilities of this jol
classification are generally the same as that currently assigned to the Financi
Director. The primary difference is that the scope of duties has been narrowec
slightly to create a more technically oriented position which will be mort
focused on finiancial and accounting functions.
0 Amend the classification of Assistant Finance Director: The key responsibilitie
of this job classification will be substantially the same as the existing Assistar
Finance Director. The recommended changes will provide this position wit
a level of support from the department director that has been unavailabl
under the current organization. Some clarification of responsibilities has bee
included in the job description.
FISCAL IMPACT:
The above recommended actions create one new position. Funding of the Financh
Management Director position will require the transfer of $55,000 from the Cil
Council's contingency account to salary and benefit accounts in the City Manager
budget.
There will also be an effect on the 1991-92 fiscal year budget, however this cost w
included in the general budget summary presented to Council last month. The sala
range for the position of Financial Management Director is recommended to be tl
same as the Assistant City Manager, $2,765 to $3,529 biweekly. The balance in tl
contingency account following this action will be $721,000.

OF CARLSBAD, CALIFORNIA, CREATING THE
CLASSIFICATION OF FINANCIAL MANAGEMENT
DIRECTOR; AMENDING THE CLASSIFICATION OF
FINANCE DIRECTOR AND ASSISTANT FINANCE
DIRECTOR AND TRANSFERRING FUNDS.
WHEREAS, the demands for close attention to the complex fiscal issues facin;
the City of Carlsbad requires the dedication of substantial time, effort and expertise
and
WHEREAS, the City Council recognizes the necessity to provide the Ci?
Manager with support and the resources necessary to effectively manage the City'
fiscal affairs and toi serve the needs of the City Council on all financial issues; an1

remainder of fiscal year 1990-91. Said amount is sufficient to fund the position
beginning on January 16, 1991 if the City Manager so chooses.
6. That the local Conflict of Interest Code, Appendix 1 be amended to include
the title of Financial Management Director.

BASIC FUNCTION:
Under general direction of the City Manager, administers, directs and manages thc
fiscal affairs of the City. Provides leadership and direction to departments involve(

administration of the City.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CKRLSBAD, CALIFORNIA, AMENDING TITLE 2,
CHAPTER 2.20 OF THE CARLSBAD MUNICIPAL, CODE
BY REPLACING ALL REFERENCE TO THE TITLE OF
FINANCE DIRECTOR WITH THE REFERENCE TO THE
TITLE OF FINANCIAL MANAGEMENT DIRECTOR.
The City Council of the City of Carlsbad, California, does ordain as follows:
SECTION I: That Title 2, chapter 2.20 of the Carlsbad Municipal Code ic
amended by replacing all reference to the title Finance Director with the tit11
Financial Management Director.
EFFECTIVE DATE: This ordinance shall be effective thirty days after it
adoption, and the City Clerk shall certify to the adoption of this ordinance and caus
it to be published at least once in the Carlsbad Journal within fifteen days after il
adoption.
