RECOMMENDED ACTION: Adopt Resolution No. y/G approving the final map for Carlsbad Tract No. 89-35 Vista San Malo. ITEM EXPLANATION: Engineering staff has completed checking the final map of Carlsbad Tract 89-35, a four unit Planned Development subdivision, located at the southwest corner of Tuttle Street and Las Flores Drive. The map conforms substantially with the Subdivision Map Act, Carlsbad Municipal Code, the conditions of approval and the tentative tract map as approved by the Planning Commission on April 20, 1990 per Resolution No. 2993. This map has been found to be consistent with the Growth Management Ordinance and the requirements of the Local Facilities Management Plan for Zone 1. Currently all public facilities within or impacted by Zone 1 meet or exceed the adopted performance standard. For a more complete analysis of the public facilities impact for this project, see the attached Local Facilities Impact Assessment form. The project is located in Local Facilities Management Plan Zone 1 in the Northwest Quadrant. Although the project’s density is slightly above the Growth Management Control Point of 3.2 du/acre, the findings required to approve a project above the Growth Control Point have been made. When the dwelling unit projections were made for Zone 1 it was recognized that existing, infill R-l-7, 500 square feet lots would develop above the Control Point. This subdivision exceeds the minimum 7,500 square foot lot size requirements for the zone and sufficient public facilities to serve the requested project density of 3.3 du/acre are being provided so that the City’s public facilities will not be adversely impacted. Staff recommends approval of CT 89-35/PUD 89-17. FISCAL IMPACT: This project will generate the following fees: 1. Park-in-Lieu Fees 2. Traffic Impact Fees $2576.00 The exact amount of public facilities fees are unknown until the applicant submits an application for building permits. Likewise, the drainage area fees are also unknown and will be assessed at the time the City adopts a drainage fee schedule. The developer Ray L. Escano has secured the improvements in a form acceptable to the City. No detailed economic impact analysis of this development has been conducted. While increased operating expense related to this developer are expected to offset from increased tax or fee revenue, no exact percentage of offset can be predicted. Escano and Niki L. Escano have submitted a final map known as Carlsbad Tract 89-35 Vista San Malo to the City of Carlsbad for approval; and WHEREAS, the Tentative Map of Carlsbad Tract 89-35 with conditions, was approved by the Planning Commission on April 4, 1990 pursuant to Resolution Number 2993; and WHEREAS, the conditions of approval for said final map have been completed and/or secured; and WHEREAS, the City Engineer has determined that said final map substantially conforms with the approved tentative map as conditioned; and WHEREAS, the City Council of the City of Carlsbad determined it to be in the public interest to approve said Final Map; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Final Map known as Car&bad Tract 89-35 Vista San Malo from Ray E. Escano and Niki L.
