CULTURAL RESOURCE SURVEYPR
PAINT-A-THON PROGRAM
RECOMMENDED ACTION:
Adopt Resolution No. $?/-56 accepting additional Certified Local Government Grant funding from the State Office of Historic Preservation in the amount of $4,000.
Adopt Resolution No. p-57 approving the transfer of funds in the amount of $4,000 from the CDBG/Urban County Program Cultural Resource Survey Project Account 391-820-1890-3736 to the CDBG/Urban County Program Paint-A-Thon Project Account 391-840-1890-3735.
As part of the 13th year Community Development Block Grant Urban County program, the City Council approved funding for the Cultural Resource Survey Project and Paint-A-Thon Program.
Subsequently, the City received a Certified Local Government (CLG) Grant of $6,000 from the State Office of Historic Preservation to augment the CDBG funds for the Cultural Resource Survey Project and bring the total of available funds for this project to $36,000.
On January 16, 1991, the City received-an additional $4,000 in CLG Grant funding from the State Office of Historic Preservation for the Cultural Resource Survey Project bringing the total of the State's matching share to $10,000. This additional funding from the State unencumbers $4,000 in the City's CDBG Urban County allocation matching share to the Cultural Resource Survey Project. As a result, the City's match is reduced from $30,000 to $26,000. The net effect is an additional $4,000 in CDBG/Urban County funds that may be re-allocated to another CDBG/Urban County project.
All funds allocated to the CDBG Urban County Paint-A-Thon Program ($15,000) have been spent. However, there is still citizen interest in the program. Because of the success of the Paint-A-Thon Program, it is recommended that the unencumbered $4,000 in the CDBG Urban County Cultural Resource Survey Account be transferred to the Paint-A-Thon Program Account.
Once these 13th Year Urban County projects are completed, the City will no longer administer CDBG projects under the San Diego County program. All future CDBG projects will be self- administered under the City's Entitlement program.

FISCAL IMPACT:
The acceptance of the additional $4,000 CLG grant for the Cultural Resource Survey Project frees up $4,000 of CDBG matching funds previously allocated to the project. The transfer of $4,000 to the Paint-A-Thon Program will bring the total of CDBG funds for that project to $19,000. The CLG Grant funds and CDBG Urban County funds will cover the total costs of both projects.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTINGANADDITIONAL $4,000 INGRANTS FROM TEE STATE OFFICE OF HISTORIC PRESERVATION FOR THE CULTURAL RESOURCE SURVEY PROJECT.
WEEREAS, funds in the amount of $6,000 from the State
Office of Historic Preservation and $30,000 from the 13th year
Community Development Block Grant program have been received
and approved for the Cultural Resource Survey Project; and
WHEREAS, the State Office of Historic Preservation has
awarded an additional $4,000 to the City of Carlsbad for the
Cultural Resource Survey Project.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the City
Council of the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the additional Certified Local Government
Grants in the amount of $4,000 are hereby accepted.
3. That the additional grant money is hereby
appropriated to account number 190-840-8207-3736 for the uses
described herein.

WHEREAS, $10,000 from the 13th year Community Development
Block Grant Urban County program have been received and
approved for the Paint-A-Thon Program; and
WHEREAS, an additional $5,000 from the Community
Development Block Grant Entitlement programhave been received
and approved for the Paint-A-Thon Program; and
WHEREAS, all funds allocated to the Paint-A-Thon Program
have now been spent; and
WHEREAS, there is still citizen interest in the Paint-A-
Thon Program; and
WHEREAS, there is $4,000 available in the 13th Year
Community Development Block Grant Urban County Cultural
Resource Survey account.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the City
Council of the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the amount of $4,000 be hereby transferred
from the 13th Year Community Development Block Grant Cultural
Resource Survey account (391-840-1890-3736) to Account No.
391-840-1890-3735 to allow the continuance of the Paint-A-Thon
Program.
