RECOMMENDED ACTION;
Adopt Resolution No. ?/-L ;L authorizing staff to pursue Transportation Developnu
(TDA) funding from SANDAG for construcdon of sidewalks in various locations throi
Carlsbad.
Adopt Resolution No. qi-6 3 authorizing staff to pursue Transportation Developmc
(TDA) funding from SANDAG for construction of bicycle lanes on Palomar Airport Roa
El Camino Real to the easterly City limit.
Adopt Resolution No. y/- 6 + authorizing staff to pursue Transportation Developme
(TDA) funding from SANDAG for bicycle racks to be placed at the future migrant hirir
site.
ITEM EXPLANATION:
Each year SANDAG administers distribution of $2,400,000 for non-motorized fa
throughout San Diego County for bicycle and pedestrian projects and other projects
be initiated by any city located in San Diego County by completing an application for
the annual TDA claim form. Projects submitted must be included in an adopted City pli
be included on the seven-year Regional Transportation Improvement (RTIP) update
update, modified by adding new projects, is submitted annually by the City of Ca
Traffic Engineering Division staff. A resolution from the City Council for each projf
which TDA funding is requested is required as part of the application process.
At the February 4, 1991 meeting of the City of Carlsbad Traffic Safety Commissic
Commission recommended by a 4-0 vote that TDA funding be pursued for three project!
Commission recommended that the projects requested for funding be prioritized
following order:

Palomar Airport Road bicycle lanes.
Funding for sidewalk construction is being requested to help complete the many rr sidewalk linkages throughout Carlsbad. In 1988, the City of Carlsbad obtained fundin!
SANDAG to prepare a comprehensive Sidewalk Inventory Report. That report has
completed and identifies and prioritizes all locations throughout Carlsbad where side
are needed. SANDAG funding, if received, will be combined with Capital Improvc
Project (CIP) funding to begin construction of sidewalks in priority locations. I
recommended by the Traffic Safety Commission that funding be requested for sidl
locations ranked as Priority #1 through #5, inclusive as shown on Exhibit 4.
Palomar Airport Road is shown as a bicycle route in the Circulation Element of the Gc
Plan. The Engineering Department is pursuing an interim widening project of Pa
Airport Road with the project to include bicycle lanes on both sides of the roadway. 1
present time, bicyclists must share the traffic lane with motorized vehicles which res1
less than ideal roadway operational efficiency and safety.

City of Carlsbad staff are currently pursuing the establishment of a migrant hiring

CALIFORNIA, AUTHORIZING STAFF TO PURSUE TRANSPORTATION
DEVELOPMENT ACT (TDA) FUNDING FROM SANDAG FOR
CONSTRUCTION OF SIDEWALKS IN VARIOUS LOCATIONS
THROUGHOUT THE CITY OF CARLSBAD.
WHEREAS, the City of Carlsbad has determined that sidewalks shall be part of
improvements as indicated in the Circulation Element of the General Plan; and
WHEREAS, the San Diego Association of Governments (SANDAG) has solicited fr~
projects for the seven-year Regional Transportation Improvement Program; and
WHEREAS, the construction of sidewalk improvements in Carlsbad has been include
seven-year Regional Transportation Improvement Program; and
WHEREAS, funds have been established and are available through SANDAG
governments for construction of sidewalks;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, C:
