RECOMMENDED ACTION:
Adopt Resolution No.qi-b(4 appropriating funds for the Carlsbad City Library, Project No. 3244.
ITEM EXPLANATION:
The design of the new 64,000 square foot Carlsbad City Library is making continued progress to meet the established schedule to begin construction in the Summer of 1991. The construction documents including the plans, specifications, contract documents, and architectural detailed drawings, are currently at the 50% completion level with the 90% completion level expected to be reached by mid-April, 1991. Following a thorough plancheck process, the construction documents will be brought to the City Council for approval and authorization to bid the construction in late May or early June, 1991.
At this point in the design process, the completion of several previously identified and budgeted project related tasks are required to be accomplished prior to the beginning of construction. These tasks include the retention of consultants to review and provide input on the construction documents prior to bidding, the development of pre-qualification standards and procedures for prospective bidders, coordination with the various utility companies for the project, and the final assemblage, reproduction, and publishing of the project construction documents in preparation for competitive bidding. The current appropriations made available for this project, totaling $3,606,000 have been expended or encumbered, and an appropriation of an estimated $105,306 will be required at this time to cover the expenses for completing these remaining pre-construction tasks; Staff wishes to emphasize that these are not new or additional items of work, rather, tasks identified in the project scope of work and budget which need to be brought forward budgetarilyto ensure continued smooth, timely, and complete processing of the project design.

*Portions of these project expenses need to be brought forward from the construction phase to the pre-construction phase budgetarily.
Staff recommends the City Council authorize an appropriation to the project account of $105,306 from the Unappropriated Reserves of the Public Facilities Fee Fund. The fiscal 1991-92 CIP appropriation for the balance of project costs for the construction of the Carlsbad City Library project will be reduced by the $105,306 appropriation in this fiscal year.

RESOLUTION NO. 91-66
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS FOR THE CARLSBAD CITY LIBRARY PROJECT
WHEREAS, the City Council of the City of Carlsbad has
determined it necessary, desirable, and in the public interest to
design and construct a new Carlsbad City Library; and
WHEREAS, the City Council has previously appropriated
funding for the pre-construction related expenses for the project;
and
WHEREAS, additional appropriations are required for said
expenses.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad does
hereby approve an appropriation of $105,306 from the Unappropriated
Reserves of the Public Facilities Fee Fund to the project account
