ITEM EXPLANATION: The Human Resources Department along with the Police Department is recommending that the classifications of Communications and Records Supervisor and Communications Shift Supervisor be revised. This action is being recommended as a result of a classification and compensation study that was performed on both positions. The components of the study included completion of a questionnaire by incumbent, analysis of the classifications by an outside consultant, interviews with the incumbents, interviews with the incumbents' supervisors and the Police Chief, and a complete analysis of other agencies classifications and salary plans. The study recommends that the City create two new and distinct class if ications. One classif icatio n , titled Co mm u n icat io ns Su perviso r, will be responsible for supervising the public safety dispatch center. 1 second classification, titled Records Supervisor, will supervise the PO records division. classifications. FISCAL IMPACT: The recommended salary range for the newly created classifications 0' Communications Supervisor and Records Supervisor is $1,289 - $1,566 biweekly. Supervisor classification and a slight decrease in the range of the Reci Supervisor classification. A transfer from the General Fund Contingem Account will not be necessary at this time because salary savings currently exist in the Police Department budget. WHEREAS, the City Manager recommends and the City Council concurs, that the classifications of Communications Supervisor and Records Supervisor should be adopted and included in the City's Classification and Salary Pian; and WHEREAS, the City Manager recommends reclassifying two positions. OISTINGUISHING CHARACTERISTICS: The Records Supervisor is a non-sworn, single-position class responsible for the supervision of police records and departmental reception functions. The incumbent must also function as a member of the department's management tear and participate actively in addressing issuc of concern to the department which at times my not have a direct impact on hidher area of specialization.
