MTG. q -2-9 / DEPT. cD CITY 1 FOR THE EMERGENCY CITY I SHELTER PROGRAM RECOMMENDED ACTION: That the City Council accept staffs report regarding the location status for th Emergency Shelter program. DISCUSSION On December 11, 1990, the City Council, in response to a request by Carin; Residents of Carlsbad, directed staff to investigate alternative Carlsbad locations fo the proposed Emergency Shelter Project. The investigation was to include bot1 public and private land within the city limits. '... . ,-.. i ld., Q' Q..* 2 0 u 4 F 2 0 z s 0 In January of this year, over one hundred (100) letters were sent to vacan landowners in Carlsbad, including school districts and the County of San Diegc inquiring as to the availability of vacant land for this project. Fewer than twent responses were received by staff, and of those responding, only two were offers c land (private). In both cases the offers were rejected based on issues relating tc location. These issues included proximity to existing residential areas, access tc existing infrastructure, and/or physical and financial limitations which would preven installation of the necessary infrastructure improvements. Staff also investigated a1 land owned by the City, including the properties managed by the Carlsbad Municipa Water District. As with private land, all City owned property was rejected for thc project, due to overriding access and infrastructure concerns. Facilitated by City staff, Caring Residents of Carlsbad located a site for the shelte and has obtained an offer to lease the property from the landowner (Carlsbad 48) The parcel is a 3.62 acre site located in an industrial area adjacent to the City'. Maintenance and Safety Center facilities. The parcel is located on Impala Drive, jus north of Faraday Avenue and within 1/4 mile of the Hiring Center location. The sit€ is bordered on the north by a canyon area (Sunny Creek), on the south and west bj vacant industrial lots, and to the east by City facilities (EXHIBIT 1 & 2). Caring Residents of Carlsbad and the landowners will be negotiating a two-year least agreement for the parcel. Staff expects to receive the development application an( the site plans for the project, once an agreement with the owners has been finalized Caring Residents hope to begin construction of the project sometime in the fourtl quarter of this year. Staff will continue to work with the property owners and Carinl Residents of Carlsbad throughout the development process and when possible: expedite the City review of the project. 0 PAGE 2 OF AGL, @ DA BILL NO. / 1, I 8 % 8 I FISCAL IMPACT At this time, there is no fiscal impact to the City. Caring Residents of Carlsbad did however, request that the City Council consider donation of a mobilehome, previousl: used by the Carlsbad Municipal Water District as a temporary office, which is nc longer in use.
