ITEM EXPLANATION: The Human Resources Department, after consultation with the Library is recommending that the vacant position of Library Assistant II be upgraded to Management Analyst. This recommendation is being made due to the fact that the current and anticipated demands of the Librar) for a staff position require knowledge, skills, and abilities far beyond the limited classification of Library Assistant II currently allocated. The Library Assistant II position was responsible for library program: exhibits, art displays, and public relations. These duties will still be required; however, the Library must change the focus of this position 1 meet the demands created by the construction and operation of the nev library and the renovation and reopening of the Cole Library. Staff is requesting this upgrade at the Management Analyst classification level as this classification will provide the Library witt the greatest flexibility and variety of knowledge, skills, and abilities required to address current and anticipated needs. The Management Analyst will be responsible for managing a library community relations program. These responsibilities will include: advising the management staff of the Library in matters of com m u n ications and com mu nity relations; researching issues and analyzing data; preparing reports; assisting in the formulation of policies and procedures; preparing and disseminating news releases regarding library services and events; developing, writing, and producing a library newsletter; designing and producing informational brochures and booklets, planning and producing library programs; supervising staff in printing, graphic arts and photography; and coordinating displays and exhibits. I it r m e PAGE 2 OF AB # /$ lib FISCAL IMPACT: The additional cost for salary and salary related benefits equals $2,40 for the remainder of the 1990-91 fiscal year. salary and salary related benefits for a full fiscal year equals $16,120 A transfer from the General Fund Contingency Account will not be necessary because salary savings exist in the department's budget. THE FISCAL YEAR 1990-91 OPERATING BUDGET IN THE WHEREAS, the City Manager recommends and the City Council concurs, that the position of Library Assistant II be upgraded to Management Analyst in the Fiscal Year 1990-91 operating budget in the Library. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitation is true and correct. 2.
