RECOMMENDED ACTION:
p- 109 County adopt Resolution No. supporting the San Diego County Househ
Hazardous Waste Drop-off Program and authorize participation in a joint Househ
Hazardous Waste Grant Application.
JTFM EXPLANATION:
The Integrated Waste Management Act of 1989 requires the City to develop i
implement a plan to recycle, reuse and dispose of refuse and household hazard
waste. These plans, known as Source Reduction, Recycling and Househ
Hazardous Waste Elements are currently under development by staff assisted E
consultant. In the interim, the City has implemented a curbside recyclal
collection program, an in-house recycling program and begun to develop purchas
strategies to improve the markets for products made from recycled materials. At
present time the only program available for household hazardous waste collect
is the County operated program which offers one-day collection events 13 timc
year (eight within the City of San Diego and five outside the City of San Dieg
There is a need to provide for more frequent and convenient household hazard
waste collection events. In recognition of the need the County is proposing to be
a mobile household hazardous waste collection program which could provide
City of Carlsbad a one to two day collection event every month. The City woulc
required to identify and prepare a site for the collection events, all other CI
would be borne by the County. While this level of effort is a useful beginning, s
believes that, ultimately, the best way to address the problem may be to provide
collection on a more frequent basis at a permanent location in the City. Staff d
believe that the County's proposal is appropriate as an interim program to
operated while the City's Household Hazardous Waste Element is being prepai
The County mobile collection program is jointly funded by the County and the (
of San Diego. To help offset a portion of the cost the County is applying fc
discretionary grant from the California Integrated Waste Management Board.
County's program and grant request will include the City of Carlsbad only if the (
Council adopts a resolution agreeing to the County's operation of the mo
collection program in the City of Carlsbad.
In summary, staff believes that the proposed mobile household hazardous w,
collection program will improve service to the residents of Carlsbad and will sf
as a good interim collection program until the City Council has approve
Household Hazardous Waste Element and implementation program. 5
recommends that the City Council adopt the resolution supporting the Cot
program and grant application.

FISCAL IMPACT:
The recommended action will not result in a direct fiscal impact.
All we are required to do is identify and prepare a site for the collection progri

PROGRAM AND AUTHORIZING PARTICIPATION IN A JO
HOUSEHOLD HAZARDOUS WASTE GRANT APPLICATIO
WHEREAS, the City of Carlsbad recognizes that it is in the public interes
enact and implement an Integrated Waste Management Plan to address the st:
diminishing landfill space and the potential adverse environmental impacts f
landfilling; and
WHEREAS, funds are available, pursuant to the provisions of PL
Resources Code Sections 46400 and 46401 from the Solid Waste Managen
Funds, for grants to local governments to establish and implement waste diver
and separation programs to prevent disposal of hazardous waste incluc
household hazardous waste, in solid waste landfills;
NOW, THEREFORE, BE IT RESOLVED that the City Council, of the Cit
Carlsbad supports the submittal of an application by the County of San Diegc
behalf of the City of Carlsbad to the California Integrated Waste Management Bc
for a Household Hazardous Waste Grant. The mayor of the City of Carlsba
hereby authorized and empowered to execute in the name of the City of Carl:
all necessary applications, contracts, agreements and amendments in support ol
County of San Diego to secure grant furids and to implement and carry out
purposes specified in the application.
