RECOMMENDED ACTION:
Introduce Ordinance No. /I,J lr --/?!& to establish a prima facie 35 mile per hour
limit upon Poinsettia Lane from Carlsbad Boulevard to Paseo Del Norte and a 40 r
hour prima facie speed limit upon Poinsettia Lane from Paseo Del Norte to Alga
ITEM EXPLANATION:
With the completion of improvements upon portions of Poinsettia Lane and Alg<
a roadway through connection now exists between El Camino Real and In
Highway 5. Poinsettia Lane is designated as a major arterial on the Circulation I
of the General Plan and is a 1.45 mile road segment between Carlsbad Boulev
Alga Road. However, from Carlsbad Boulevard to Paseo Del Norte the major
standard of four traffic lanes and a raised median has not been constructed at tt
This standard has been constructed on Poinsettia Lane from Paseo Del Norte
Road.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authc
establish a prima facie speed limit on the basis of the results of an engineering ar
survey. Staff presented the results of the survey to the Traffic Safety Commis
February 4, 1991. Based upon the results of the engineering and traffic sur
Commission recommended, by a 4-0 vote, that a prima facie 35 mile per hour spt
be established upon Poinsettia Lane from Carlsbad Boulevard to Paseo Del Nr
that a prima facie 40 mile per hour speed limit be established upon Poinsettia E
Paseo Del Norte to Alga Road.
FISCAL IMPACT:
Installing six speed limit signs will cost approximately $330.00.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44 OF THE CARLSBAC
MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.360 TC ESTABLISH A PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT UPOh POINSETTIA LANE FROM CARLSBAD BOULEVARD TO PASEO DEL
NORTE AND A PRIMA FACIE 40 MILE PER HOUR SPEED LIMIT UPOF
POINSE-TTIA LANE FROM PASEO DEL NORTE TO ALGA ROAD.
The City Council of the City of Carlsbad, California hereby ordains as fo
SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal
amended by the addition of Section 10.44.360 to read as follows:
"1 0.44.360 Poinsettia Lane: a. Upon Poinsettia Lane from Carlsbad Boulevard
