to establish a prima facie 40 mile per hour
ITEM EXPLANATION:
With the completion of improvements upon portions of Poinsettia Lane and Alg:
a roadway through connection now exists between El Camino Real and Ir
Highway 5. Alga Road is a four-lane divided road approximately two and one
miles in length from El Camino Real to Poinsettia Lane. It is designated as a sec
arterial on the Circulation Element of the General Plan, although traffic volumes
at this time,
Sections 22357 and 22358 of the California Vehicle Code authorizes local authc
establish a prima facie speed limit on the basis of the results of an engineering ar
survey. Staff presented the results of the survey to the Traffic Safety Commis
February 4, 1991. Based upon the results of the engineering and traffic SUI
Commission recommended, by a 4-0 vote, that a prima facie 40 mile per hour spc
be established upon Alga Road from El Camino Real to Poinsettia Lane.
FISCAL IMPACT:
Installing eight speed limit signs will cost approximately $440.00.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44 OF THE CARLSBAD
MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.330 TO
ESTABLISH A PRIMA FACIE 40 MILE PER HOUR SPEED LIMIT UPON
ALGA ROAD FROM POINSElTIA LANE TO EL CAMINO REAL.
The City Council of the City of Carlsbad, California hereby ordains as fol
SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal (
amended by the addition of Section 10.44.330 to read as follows:
"10.44.330 Aha Road: Upon Alga Road from Poinsettia Lane tc
its intersection with El Camino Real, the prima facie speed limi
shall be forty miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty days after is i
and the City Clerk, City of Carlsbad shall certify to the adoption of this ordina
cause it to be published at least once in the Carlsbad Journal within fifteen (1 5) d
its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Councii
