RECOMMENDED ACTION:
Adopt Resolution No. 91-Ia-9 appropriating funds from the Police Forfeiture FI
acquisition, maintenance, and support of police activities.
ITEM EXPLANATION:
The City of Carlsbad receives forfeited funds and assets periodically as a re
Police Department's narcotics enforcement efforts. These funds are restricted by
use by the Police Department only and cannot be used to supplant existing or fu
budgets.
The recommended action will appropriate $134,000 of the fund making it avail
Police Department for expenditure. Once appropriated, these funds will be co
the same rules which apply to other City funds including bidding procedures and
of the contract.
Proposed expenditures for these funds include the following:
1. MOBILE COMMUNITY SERVICE POST: The mobil community service post (
allow for the provision of numerous public safety functions in a flexible and ecoi
The MCSP will function as the emergency command post for disasters and 11
incidents and as the operations center during special events. THE MCSP will
the department to deliver education programs such as bicycle safety and crime
directly t8 the community. Proposed expenditures include $75,000 for capital
and $9,000 for other equipment, maintenance and operation expenses. No add

FISCAL IMPACT.
The City currently has a balance of $150,525 in the Police Asset Forfeit The appropriation of $134,000 will leave a balance of $16,525. Appro] these funds has no impact on the City General Fund.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS FROM THE POLICE ASSET FORFEITURE FUND FOR THE SUPPORT OF POLICE ACTIVITIES
WHEREAS, from time to time the City of Carlsbad receives fui
and assets resulting from the Police Department's drug enforcemei
activities; and
WHEREAS, said funds must be restricted to use in supportin{
police activities including the acquisition of equipment, supplies 01
service; and
WHEREAS, the appropriation of said funds is necessary befor
any expenditure of funds can take place; and
WHEREAS, the Police Forfeiture Asset Fund has an available f
balance of $150,525.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California, that the amount of $134,000 be hex
appropriated from the available fund balance of the Police Asset
Forfeiture Fund for support of police activities.

SUBJECT: Mobile Community Service Post Proposal
INTRODUCTION
The Mobile Community Service Post (MCSP) will allow for the provisior
a number of public safety functions in a flexible and economic way. Th
program consists of a mobile trailer designed to provide a wide variety
functional capabilities. The Mobile Community Service Post will enablc
to provide public safety programs and other City functions to the
community at any location and will be able to serve as a sub-station. 1
Mobile Community Service Post would be staffed with existing resourc
no additional staff is needed.
Major functions of the program include:
Emeraencv Command PosVl ncident Command Svstem : The MCSP
would serve as a mobile Emergency Command Post and Incident
Command System for natural and man-made disasters, major crii
incidents, and search and rescue functions.
Special Events: The MCSP would serve as the operations center 1
major special events that require field coordination such as the
Village Faires and the Carlsbad 5000.
Public Re lations F vents : The MCSP could be utilized citywide to
provide a variety of public information programs to the city such
growth management planning or water conservation tips.
Crime Prevention and Fire Prevention Proarams: The MCSP would
enable the department to deliver education programs such as

National Night Out and "Stop, Drop, and Roll" directly to the
com mu n ity .
DARF and Other School Proaramz: The MCSP would help promote
the DARE program and other school programs such as bicycle rode
and the new school bicycle safety program and would enable
programs to be delivered directly at the schools.
D.U.I. Check Points: A portion of the success of the D.U.I. check pc
program is the public attention that it receives; including the MC!
at North County D.U.I. check points may enhance the public's
perception of taw enforcement's aggressive stance against drivin
under the influence, thereby reducing the number of people drivin
under the influence.
SDecial Nee&: The MCSP could be used to meet special needs and
community concerns such as locating the MCSP near Chase Field
to address concerns of area parents, or at Plaza Camino Real duri
the holiday shopping season.
SIMILAR PROGRAMS
San Dieao: The San Diego Police Department has two &foot
includes modifications such as multiple frequency dispatch
positions, a fax machine, and a telescoping antenna. The second
is set up as a portable substation and includes a prisoner holding
area. Both units are self-contained with restrooms, generators,
leveling mechanisms, personal computers, and landline connect0
for power and telephone lines.
The substation unit is frequently used at Balboa Park and at the
beach. At both locations, the police department installed a POWE
source and telephone lines. According to San Diego Police
Department officials, the presence of the substation itself is a
great deterrent; the target groups frequently leave the area wher
the trailer arrives.

Norwalk: The City of Norwalk operates a 32-foot trailer as a
"Neighborhood Law Enforcement Center". It is designed to be an
outreach of the sheriff's station with bicycle and foot patrols
functioning out of it, as well as the site for Neighborhood Watch
meetings. The trailer's location changes weekly and its' location
publicized.
During the evening the trailer is parked in areas with gang activil
Deputies are able to take juvenile offenders to the trailer, turn tl
over to deputies for processing, and return immediately to the fi
allowing them more time for direct law enforcement.
According to sheriff's department officials, residents and gang
members alike are seeing the department increasing its focus on
gang problems; residents are increasingly supportive of the
department and there has been a decrease in gang-related crime.
FINANCIAL IMPACT
START-UP EXPENSES:
Trailer Expense: Attached are the specifications for the MCSP.
Estimates have been obtained from two possible vendors:
Callen Camper (Jim Callen), builder of the San Diego Police
Department's two trailers, estimates the cost of our MCSP at
$50,000.
Santa Ynez Valley Trailers (Bill Alexander), specialists in buildi
trailers for various fire department uses, estimates the cost of
MCSP at $63,000.
Support Equipment: Equipment to include three (3) radios, a mot
telephone, a mobile telefax machine, a copy machine, and a persc
computer, has an estimated cost of $12,000.
Truck: The department recently obtained a heavy-duty truck thro

an asset seizure that is capable of towing the trailer. The repair,
conversion, and equipment for the truck is estimated to cost $6,0
InsDection: The construction of this trailer is unique and may
require an on-site inspection prior to delivery at a cost of $3,000
Personnel Expenses: No additional personnel resources are requirc
ON-GOING EXPENSES:
Maintenance a nd OR . eratina Expenses: Maintenance and Operating
expensesfor the trailer and truck are estimated to be $1,500 per
year.
It is recommended that $84,000 for the start-up expenses an(
$1,500 per year for on-going expenses be budgeted for this
project and that the expenses be funded from the Police Asse
Forfeiture Fund for current and future years.
