ENG CITY RECOMMENDED ACTION! m; - PRIMA FACIE SPEED LIMIT UPON A PORTION OF EL CAMINO REAL Introduce Ordinance No. fls - 149 limit upon El Camino Real from Lisa Street to the south City limit. to establish a prima facie 50 mile per hou ITEM EXPLANATION: El Camino Real is designated as a prime arterial on the Circulation Elemen General Plan. Between Lisa Street and the south City limit, a distance of appro) 7.5 miles, El Camino Real is located in gentle rolling terrain with several largc horizontal curves. The number of lanes vary between four and six lanes and the r( not been widened to its ultimate prime arterial width in many locations. Fu improvements such as curb and gutter, sidewalk and street lights also have n constructed in some locations within the subject corridor. However, a raised me1 been constructed on some portions of El Camino Real. The two-way 24-hour near Levante Street is 24,000 vehicles. Currently, a 50 mile per hour prima faci limit exists on El Camino Real from Hosp Way to Lisa Street. Sections 22357 and 22358 of the California Vehicle Code authorizes local authc establish a prima facie speed limit on the basis of the results of an engineering ai survey. Staff presented the results of the survey to the Traffic Safety Commi: April 1, 1991. The engineering and traffic survey considered such factors as the of collisions that have previously occurred, roadway features, business areas critical speed within this segment of El Camino Real. Based upon the result engineering and traffic survey the Commission recommended, by a 3-0 vote, thai facie 50 mile per hour speed limit be established upon El Camino Real from Lic to the south City limit. NS-147 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44 OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.44.060 TO ESTABLISH A PRIMA FACIE 50 MILE PER HOUR SPEED LIMIT UPON EL CAMINO REAL FROM LISA STREET TO THE SOUTH CITY LIMIT. The City Council of the City of Carlsbad, California hereby ordains as follc SECTION 1 : That Title 10, Chapter 10,44 of the Carlsbad Municipal C amended by the amendment of Section 10.44.060 to read as follows: "1 0.44.060 El Camino Real: the prima facie speed limit shall be fifty miles per hour. the prima facie speed limit shall be thirty-five miles per hour." a. b.
