RECOMMENDED ACTION:
Authorize Mayor to send letter to Board of Supervisors and direct staff to ini
discussion with County.
ITEM EXPLANATION
On April 9, 1991 the County Board of Supervisors took action to terminate the leas6
Coast Waste Management has with the County for the Coast Waste transfer statior
operating yard in Carlsbad.
The County's Notice of Termination was initiated without discussion with the Ci
Carlsbad, and will profoundly affect the ability of Coast Waste to provide trash k
service not only in Carlsbad, but to areas that Coast Waste serves in Enchitas, S
Beach, Del Mar, and unincorporated areas of the County. Although the lease wi
terminate until April 16, 1992, it may be very difficult for Coast Waste to obtain an
operating location if in fact they are required to vacate the Palomar premises.
City staff has already initiated discussions with the County as well as Coast Wa
explore ways to meet the needs of not only Coast Waste but the City of Carlsbad, ai
County of San Diego. The County owns a substantial amount of land in this are;
there is enough land available to meet the needs of all the parties involved. The (
Carlsbad has land use authority as well as authority to approve the siting of a
transfer station and the County will need to develop a plan that is acceptable to th
of Carlsbad.
The City Council has previously given approval to the County to do further envirom
studies on two possible sites for a possible transfer station in Carlsbad. One of tho5
is the Palomar facility. However, as part of that approval the Council indicated
was only interested in considering facility sized to handle Carlsbad trash. The COI
proposing a transfer facility that would handle trash from a much larger sewice are
just the City of Carlsbad. Although such a program would have significantly ~
impacts on Carlsbad, an acceptable program that would minimize the impacts of
facility may be able to be worked out with the County.
At this time staff is seeking direction from the Council to take the following actic

The Board at their April 9, 1991 meeting took action to terminate the lease with
Waste Management at the Palomar transfer station and authorized the expendil
$500,000 for the design, permitting, plans and specifications for a major transfer
at that location. This letter is to express our concern with that action and ask tlr
Board of Supervisors reconsider it’s action.
Coast Waste Management serves Carlsbad, Encinitas, Solana Beach and Del Mar as 1
unincorporated areas from the Palomar site. Although Coast Waste Managemen
other property in Carlsbad, it presently does not have any road access. The Board
seriously endangers our existing arrangements for waste hauling services in Carlsba
do not think it is responsible for the Board of Supervisors to have taken that action M
having first consulted with the city and Coast Waste. In particular, the availab
alternatives to insure that our trash hauling services are not interrupted should hav
discussed.
Carlsbad has expressed a willingness to allow environmental review of two transfer
sites sized for the purpose of serving Carlsbad residents. As a local enforcement 4
with the only presently functioning transfer station, we have a particular interest
matter. Not only is the transfer station subject to our conditional use permit procc
environmental review but we are also the local enforcement authority with st;
authority for issuing solid waste permits. While we are willing to meet with the 1
to talk about the possibility of serving a substantial portion of North County frc
facility it must be done on a cooperative basis.
The proposed transfer station program would divert substantial portions of the dailj
presently going to the San Marcos Landfill to the center of our industrial area immc
adjacent to Palomar Airport. Our growth management traffic monitoring system pr
indicates that the principal access, that is, the intersection of Palomar Airport Road
Camino Real is failing to meet standards. This and other serious problems n
overcome before the city would be in a position to approve this facility.

Spending $500,000 for plans and specifications for a facility which, as matters stand 1
is questionable and does not seem to us to be a responsible action. The transfer st:
site is vitally necessary for the City of Carlsbad. The county has ample property at
location to accommodate a continuation of our uses and provide for the alternative of
or expanded transfer station. Additionally other matters need to be discussed, inclr.

We appreciate the board's recognition of the need to adopt plans and programs to met
North County's requirements for solid waste disposal services. However, making deci

the Carlsbad City Manager and City Attorney to discuss these issues. A time 71
