Adopt Resolution No. 91 - JqO revising the classification and salary
plan for Building Maintenance Worker I, Building Maintenance Worker I
Senior Building Maintenance Worker, and Park Maintenance Specialist.
ITEM EXPLANATION:
The City currently has three main work site facilities and numerous
satellite facilities.

Recreation, and Utilities Maintenance Departments determined that a
study of the maintenance classifications, as they relate to the City's

workforce, should be conducted.

classification and salary structure. Historically, the City has utilize(
the classification of Building Maintenance Carpenter to perform skillc

There are currently three incumbents in the Building Maintenance
Carpenter series. The two incumbents who work in the Building
Maintenance Division will be retitled Building Maintenance Worker II,
and the incumbent who works in the Parks and Recreation Department
will be retitled Park Maintenance Specialist. The City will no longer
utilize the classification of Building Maintenance Carpenter.
FISCAL IMPACT:
The recommendation in moving from Building Maintenance Carpenter
(Range 38) to Building Maintenance Worker II and Park Maintenance
Specialist (Range 39) results in a one percent (1%) adjustment to the
range. It is proposed that the incumbents who are retitled Building
Maintenance Worker II and Park Maintenance Specialist receive that 01
percent (1%) salary adjustment. The cost associated with a one
percent (1 %) salary adjustment for the three incumbents equals $1 ,O;
for salary and salary related benefits on an annual basis. Consequeni
this action will cause a minor cost increase to the departments'
operating budgets. The funds to pay for this increase are available in
the departments' operating budgets.

The Building Maintenance Division's 1990-91 operating budget include:

Worker II position and the addition of Senior Building Maintenance
Worker. This upgrade will result in an additional cost of $7,636 for
salaries and salary related benefits on an annual basis. The funds to
pay for this increase are available in the department's operating budgc
due to salary savings experienced throughout the current fiscal year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CLASS1 FlCATlON
PLAN AND SALARY SCHEDULE OF THE CITY TO ADOPT THE
CLASSIFICATIONS OF BUILDING MAINTENANCE WORKER I,
BUILDING MAINTENANCE WORKER 11, SENIOR BUILDING
MAINTENANCE WORKER, AND PARK MAINTENANCE
SPECIALIST.
WHEREAS, the City Manager recommends and the City Council
concurs, that the classifications of Building Maintenance Worker I,
Building Maintenance Worker II, Senior Building Maintenance Worker
and Park Maintenance Specialist should be adopted and included in tt
City's Classification Plan and Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the C
of Carlsbad, California, as follows:
1. That the above recitation is true and correct.
2. That the City Council authorizes and directs the City
Manager to adopt the classifications of Building Maintenance Worker
as described in Exhibit A; Building Maintenance Worker II, as descrit
in Exhibit B; Senior Building Maintenance Worker, as described in
Exhibit C; and Park Maintenance Specialist, as described in Exhibit I:
attached hereto and made a part thereof.
3. That the City Council authorizes and directs the City

JOB: Building Maintenance Worker I
DEPARTMENT: Utilities and Maintenance
BASIC FUNCTION:
Under general supervision, to perform a variety of unskilled to skilled
tasks involved in the maintenance and repair of City buildings and
facilities; and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
This is the entry level class into the Building Maintenance series.
Positions in this class perform the less difficult and more routine
maintenance tasks and may assist in the performance of the more
difficult, skilled tasks to receive training in preparation for advancemer
to Building Maintenance Worker II. Advancement to the higher class is
achieved upon obtaining the requisite skills and abilities, and upon
availability of positions.

Perform routine maintenance of electrical systems and equipment, and

DISTINGUISHING CHARACTERISTICS:
Positions in this class are normally filled by advancement from the lowe
grade of Building Maintenance Worker I or when filled from the outside
requires prior experience. The Building Maintenance Worker II performs
semi-skilled to skilled tasks, and may direct others in the completion of
the maintenancehepair task. Incumbents are expected to perform a broac
range of maintenance functions independently and to refer the more
complex repairs and maintenance functions to the Senior Building
Maintenance Worker.
