CITY N 5-7-91 CARLSBAD TRACT NO. 85-24 CARLSBAD RESEARCH CENTER, UNIT 5 ENG RECOMMENDED ACTION: Adopt Resolution No. @I 1 - I q \ Carlsbad Research Center Unit 5. approving Final Map for Carlsbad Tract No ITEM EXPLANATION: Engineering staff has completed checking the final map for Carlsbad Tract Carlsbad Research Center Unit 5. The map conforms substantially with the Subc Map Act, Carlsbad Municipal Code, and the Tentative Map as approved with con by Planning Commission Resolution 2508, November 13, 1985 and by City ( Resolution 8587, June 3, 1986. The project is located in the northwest quadrant of the City, west of El Camino R( north of Palomar Airport Road within Local Facilities Management Plan Zone 5. C; Research Center, Unit 5 represents the final development phase of the 67 lot Inc Subdivision. As acknowledged by City Council there are several deficiencies relating to the management standard for circulation within Zone 5. These deficiencies include P Airport Road east of El Camino Real, the Palomar Airport Road/El Caminc intersection and the Palomar Airport Road/l-5 freeway interchange. With the exc of the freeway interchange Council has approved a financing program to mitigatc existing deficiencies. At a recent meeting, City Council deferred the issue interchange until after the vote on the Mello Roos Community Facilities District would include funding for #the interchange project. Approval of this final map does not confer any rights to build upon the subdividc All future building permits will be subject to the City codes and standards in effec time of building permit issuance. Should the Community Facilities District fail or B then no building permits would be issued. For this reason, staff is recomm approval of the Unit 5 final map. It should also be noted that Unit 5 contains Lots 92 through 109. These lot conditioned by City Council such that no building permits may be issued by the CI Faraday Avenue offsite of the project is actually constructed to the existing Cannoi or until the construction of Faraday Avenue is guaranteed. The exact amount of Public Facilities, Drainage Area, Traffic Impact, Bridg Thoroughfare and Park-in-Lieu Fees are unknown until the applicant submits applic for building permits. Traffic Impact Fee Bridge & Thoroughfare District No. Development Zone Required 1 5 @ @ -- CARLSBAD RESEARCH CENTER * R CITY OF CARLSBAD GROWTH MANAGEMENT PROGRAM LOCAL FACILITIES IMPACTS ASSESSMENT FORM (To be Submitted with Development Application) Identify Sub Bash - 4 1 2 3 4 5 e e RESOLUTION NO. 91-141 A RESOLUTION OF THE CIlY COUNCIL OF THE CITY OF CARLSBAD, CARLSBAD RESEARCH CENTER UNIT 5 WHEREAS, Upland Industries Corporation, a Nebraska Corporation has SUI CALIFORNIA, APPROVING A FINAL MAP FOR CARLSBAD TRACT 85-24 a final map to the City of Carlsbad for approval and; 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the Tentative Map of Carlsbad Tract 85-24, Carlsbad Research 1 Unit 5 with conditions, was approved by the Planning Commission on November 1 1 pursuant to Resolution Number 2508 and by the City Council on June 3, 1986 pi to Resolution Number 8587 ; and WHEREAS, the City Engineer has determined that said map substantially co to said conditionally approved tentative map WHEREAS, the conditions of approval for said final map have been complc secured and; WHEREAS, the City Engineer has determined that said final map subst conforms with the approved tentative map as conditioned; and WHEREAS, the City Council of the City of Carlsbad determined it to be public interest to approve said Final Map: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Car California, as follows: 1. 2. That the above recitations are true and correct. That said Final Map known as Carlsbad Tract 8524 Carlsbad Re! Unit 5 from Upland Industries Corporation which is on file with the City Engineer incorporated herein by reference, is hereby accepted. 3.
