COMMISSION SCRIBE REPORT
(ACTION)
RECOMMENDED ACTION:
If the Commission concurs, disband the current practice of providing a scribe report for the
Parks and Recreation Commission agenda, and implement the current practice of other
Commissions, directing staff to prepare summary report(s) for Council distribution in lieu
of a scribe report.
ITEM EXPLANATION:
During the April Commission meeting, staff was directed to return with alternatives for the
current scribe report format as a means of providing a summarization of Commission
meeting proceedings for Council distribution.
Several years ago, the Parks and Recreation Commission initiated the scribe report format
as a means of communicating Commission proceedings to the City Council. Typically a
Commission member was appointed as "scribe" and prepared the report. Staff would then
refine, enhance, and reformat the report. However, staff was always precautionary in their
attempts to accurately reflect the precise intent of the Commission's actions while preparing
a document for Council review.
More recently the City Manager's office has requested appropriate staff to prepare summary
reports following all Commission or advisory board meetings in order to briefly communicate
to the City Council the actions taken at each meeting. In essence, what has been referred
to in the Parks and Recreation Commission agenda as the scribe report has actually served
as the summary report for Council distribution.
A number of alternatives were suggested during the April meeting regarding this issue. They
are:
1. Maintain status quo.
& 2. Have staff prepare summary reports. (Eliminate scribe.)
3. Submit the scribe report as prepared by the Commission appointee.
Staff is recommending to eliminate the scribe report process and replace that function with
a summary report prepared and distributed by staff.
