TITLE: REJECT BIDS & AUTHORIZE MTG. 6/04/91 READVERTISEMENT OF BIDS FOR THE LEO CARRILLO RANCH STRUCTURAL STABILIZATION CITY A CITY M DEPT. ENG: MP RECOMMENDED ACTION: Adopt Resolution No. '?' 1- ik .3 rejecting bids and authorizing t readvertisement of bids for the Leo Carrillo Ranch Structur Stabilization Project, Project No. 3306. ITEM EXPLANATION: On April 2, 1991, the City Council adopted Resolution No. 91-1 approving plans and specifications and authorizing t advertisement of bids for the Leo Carrillo Ranch Structur Stabilization Project. On May 16, 1991, two (2) sealed bids WE received as follows: Eagle Builders Incorporated T. B. Penick & Sons Incorporated $380,642.90 (Base Bi $426,168.00 (Base Bi Both bids are substantially above the architect's cost estimate $286,000.00 for the work. Additionally, there are insufficie funds in the State of California, Office of Historic Preservati grant to the City to fund the stabilization project as current assembled. Therefore, it is staff's recommendation that the bi received for this project be rejected at this time. In order to work within the available State grant funding for t first phase of the restoration project, staff has repackaged t bid components to include a base bid limited to work on Deedic House, the Main House, and temporary bridge shoring. These thr (3) items of work have been judged by both the architect and t Committee to be the most important for the first phase of t restoration. The balance of the considerable additional wc package as additive bid items to be recommended for award only funds are available. These additional items of work include t stable, cantina, carriage house, caretaker's house, wood bar landscaping, infill the swimming pool , the garage, the equipme shed and grain storage building, the cabana, the storage buildi and tack shed, and the stable roof. The size and specialized nature of the construction This project required a unique combination of skills to perform both the structural (seismic strengthening) and the aesthetic restorations (adobe repairs, plaster work, finish carpentry, and roof tiles) - The demands of the project along with its relatively small size made the bids less competitive than recent City bid experience. 2. Errors in the contractor's bid submissions The bidders were asked to submit unit prices for 170 base bid items of work as well as 97 additive alternate bid items. Both of the bids received contained numerous mathematical errors by the contractors in their computations of the totals for each item of work. Some the errors were correctable according to the rules of the bid notice. However, other errors had to stand even though the contractors probably intended lower prices for some items. 3. Variances from the architectls estimate Generally, the bid prices for site work and aesthetic restoration of the buildings were higher than anticipated. The prices for the structural rehabilitation were on par with the architect's estimate. The bid estimate has been revised. If the City Council authorize re-advertisement of the project, it is anticipated that the ne bids would be approximately $200,000 for Deediels House, the Mai House, and the temporary bridge shoring. This would be within th project budget and will permit the award of additional items o W nds allow. R " Principal Civil Engineer c.
