TITLE: APPROVAL OF PLANS AND SPECIFICATIONS THE HOME PLANT PUMP STATION RECOMMENDED ACTION: Adopt Resolution ~o.lj/- lSci approving plans and specifications i authorizing the City Clerk to advertise for bids for construct: of the Home Plant Pump Station and Force Main, Project NO. 329! ITEM EXPLANATION: The plans, specifications, and contract documents for construct Of the Home Plant Pump Station and Force Main have been comple. and are now ready for advertisement of construction bids. T: project consists of the construction of a new sewage pump stat on the Home Plant site located in the northwest corner of the Ci the demolition and removal of the existing sewage facilities on site, and the installation of a new force main to carry sewage f the pump station to the discharge point at the intersection Jefferson Street and Laguna Drive. The new sewage pump station will be constructed adjacent Carlsbad Boulevard on a triangular shaped area just south of existing pump station. The elevation of the new site is hig than the old site resulting in less waterproofing requirements shorter force main, a lower pumping head, less power requiremen and overall, a more cost effective system. The facility will made up entirely of sub-structure with no building visible ak housing the standby generator and an underground diesel f storage tank. The tank will be double walled and will be emir with all of the newly required monitoring devices. the ground, Adjacent to the pump station will be a small struct The pump station site will be chain link fenced with a locP sliding gate for vehicle access. A paved entrance and parking 2 will be provided on the east side of the facility. All other ar will utilize a crushed rock surface. Landscaping will be instal on all sides of the pump station site. Exterior lighting will 3 provided on all four wall elevations of the generator buildin? 8 The new force main will consist of a ten inch diameter polyvj CL chloride (PVC) pipe with an approximate length of 1,900 lir 2 feet. The alignment of the force main will begin at its connecl to the new pump station, southerly across Carlsbad Boulevard, 1 turning east through an existing easement in the parking lot 0: office building, then across State Street, and up Laguna DI z discharging into the Vista/Carlsbad Interceptor sewage line at .. 2 6 intersection of Jefferson Street and Laguna Drive. construction of the force main crossing Carlsbad Boulevard I 4 utilize pipe jacking methods to avoid sawcutting and trenchinc 2 the recently completed Carlsbad Boulevard improvements. 0 z 3 0 U e 0 Page 2 of Agenda Bill No. / /, 3- c 3 The existing Home Plant Pump Station was first put into service 1963 and presently operates with outdated equipment caw occasional overflows and requiring frequent maintenance by City. The existing concrete trickling filter structure has b out of service for several years. Both of these facilities will demolished and removed from the site following the completion startup of the new sewage pump station. The existing force main is not strong enough to withstand pressure requirements of the new pump station equipment. alignment, beginning at the pump station, crosses Carls Boulevard, then turns in a southerly direction parallel with railroad tracks and joining the Vista/Carlsbad Interceptor at Gr Avenue. This line will be abandoned following the installatior the new force main. Construction of the project is anticipated to require nine months to complete. Staff recommends approval of the project pl and specifications and authorization to solicit bids construction. ENVIRONMENTAL REVIEW: The Planning Director has issued a Negative Environmer Declaration for this project, dated October 4, 1990, finding it have no adverse environmental impacts and consistent with implementation of the California Environmental Quality Act (CE and the environmental protection ordinances of the City Carlsbad. The Planning Commission adopted the Negat Environmental Declaration on December 5, 1990. GENERAL PLAN CONSISTENCY: On December 5, 1990, the Planning Commission also adopted Planr Commission Resolution No. 3162 finding the construction of t project to be consistent with the Public Facilities, and Open SI and Conservation Elements of the General Plan. COASTAL DEVELOPMENT PERMIT: On May 7, 1991, the California Coastal Commission formally apprc the issuance of a Coastal Development Permit for the project, that the project conforms with the adopted Local Coastal Progi A condition imposed on this project by the Coastal Commissior that the City record an irrevocable offer to dedicate to the SI of California, Department of Fish and Game, an open space ease1 consisting of a 100 foot buffer zone extending from and paralle the waters edge of Buena Vista Lagoon. The upper 50 feet of buffer area allows for a 5 foot wide pedestrian trail along entire width. This will facilitate installation of a fui important trail link to the beach in the City's overall t: system. 0 0 Page 3 of Agenda Bill No. )I, ,2c :3 Staff is currently assembling the documents to comply with t condition and will present them to Council for consideration at time for awarding of the construction contract. PROPOSITION H REQUIREMENTS: This project is in excess of $1 million and is funded from SE Fund revenues which is a source of funds exempt from Proposition H Capital Project Spending Limitations measure. FISCAL IMPACT: $1,000,000 has been previously appropriated for this project f the Sewer Construction Fund. The following are the expenditures and estimated costs construction of this project in advance of receiving competit construction bids: Pump Station & Force Main Design Construction Construction Contingency (10%) Construction Administration, City Project Administration Inspection & Testing $ 58,000 1,200,000 120,000 65,000 32,000 TOTAL PROJECT BUDGET $1,475,000 CURRENT APPROPRIATIONS $1,000,000 ADDITIONAL FUNDS REQUIRED $475,000 The $475,000 of additional funds required have been requested tc appropriated towards the project in the 1991-92 Capital Improver Program. The City Council will review this recommended additic funding within the next several weeks in consideration with entire 1991-92 CIP program. There is currently an unapproprii fund balance in the Sewer Fund of approximately $650,( Therefore, adequate funding exists in the Sewer Fund to en: proceeding with bidding the construction of the project. The recent sewer fund study identified the construction cost the force main portion of this project at $137,000. This eler of the project was substantially under-estimated by consultants. The actual construction estimate for the force r portion of the project is $323,000. Although there is a curl fund balance in the Sewer Fund at this time sufficient to fund I project, adjustments in sewer rates may be needed in the futurc properly fund this and all future projects from this fund. Si will continue to monitor project estimates and available sewer 1 resources and make appropriate adjustments on an annual basis 0 e Page 4 of Agenda Bill No. /I, 22 3 It is important to note that the California Coastal Commiss permit for this project contains the standard winter season grad restriction extending from October 1st through March 31st. Un the current schedule, all grading operations can be completed pr to October 1, 1991. Delaying the project at this time will requ the entire project be postponed until April 1st of 1992. Actual project costs will be determined following solicitation bids. No additional appropriations are necessary at this time EXHIBITS : 1.
