Pedestrian Access Ramps, Project Nos. 3731, 3732, and 3739.
ITEM EXPLANATION:
On April 23, 1991, the City Council approved the plans anc specifications and authorized advertisement of construction bid: for three (3) Community Development Block Grant (CDBG) stree.
improvement projects. On June 17, 1991, the following three (3 bids were received:
7/02/91 STREET AND SIDEWALK IMPROVEMENTS PROJECT NOS. 3731, 3732, 3739
Roca Construction, Incorporated $138,417.70
William J. Kirchnavy, Incorporated 151,199.65 H.S. Excel Corporation 167,700.00
All bids received and the qualifications of the apparent low bidde
have been checked and verified. Staff recommends award of thi contract to Roca Construction, Incorporated.
Construction is anticipated to begin in August and requir approximately three (3) months to complete. The improvement include the following elements:
Curb, gutter, and sidewalk on the north side of Oak
New street paving in Oak Avenue in front of the Boys and
Removal of a large eucalyptus tree on Oak Avenue to
Curb, gutter, and sidewalk on the north side of Grand
Handicap access ramps on Chestnut Avenue from Harding to
Avenue between Roosevelt Street and the AT&SF Railroad.

ENVIRONMENTAL REVIEW:
On November 15, 1990, the Planning Director issued a Negativ
Declaration for the Oak Avenue Street Improvement Project No. 3731 The other two (2) projects, the Grand Avenue Sidewalks Improvement
and the Access Ramps, each received a Notice of Exemption per th California Environmental Quality Act, Section 15301 (C) and Sectio
15304 Class 4, and per the National Environmental Policy Act, 2
CFR, Part 58.34 (a) (10). The projects are exempt because they ar
a minor alteration or a reconstruction and maintenance of existin
public improvements.

4 GENERAL PLAN CONSISTENCY:
On December 19, 1990, the Planning Commission approved PCD/GPC 90. for the Oak Avenue Street Improvements, finding it to be consistel with the City's General Plan. The other two (2) projects, the ii
fill sidewalk on Grand Avenue and the additional handicapped accei ramps, total less than $50,000 and are not considered capit( projects within the definition of the City Administrative Order Nc
7. Therefore, the Planning Commission is not required to issue
finding of General Plan Consistency for the latter two (:

FISCAL IMPACT:
Funds for this project are provided by the Community Developme1 Block Grant Program, Department of Housing and Urban Development The anticipated project costs are as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AWARDING A
CONTRACT FOR THE CONSTRUCTION OF THE CDBG
IMPROVEMENT PROJT C NOS. 3731, 3732, 3739
STREET, SIDEWALK, i HANDICAP ACCESS RAMP
WHEREAS, the City Council of the City of Carlsbac
determined it necessary, desirable, and in the public intere
construct CDBG street, sidewalk and access ramp improvements
WHEREAS, three (3) sealed bids were received on Juni
1991 for the project; and
WHEREAS, the lowest responsible bid for the projeci
submitted by Roca Construction, Incorporated, in the amour
$138,417.70.
NOW, THEREFORE, BE IT RESOLVED by the City Council o
