Project , and other projects .
ITEM EXPLANATION:
The San Diego Association of Governments (SANDAG) requires that projects using TransNet local funding (formerly called Proposit A - Sales Tax) or State or Federal funding be included in
Seven-Tear Regional Transportation Improvement Plan (RTIP). ‘1: plan must be adopted biennially by the City in odd numbered ye?
Until this year, the program was a five-year plan approved by
city annually.
The RTIP includes all projects with the following funding:
Federal Combined Road Plan (CRP)
Federal Bridge Replacement (BR)
State-Local Partnership Program (SLP)
State Flexible Congestion Relief (FCR)
SANDAG TransNet Local (L)
SANDAG TransNet Highway 78 (H)
Combined Road Plan
All funds anticipated under the new CRP program will be put :
the La Costa/I-5 Interchange project.
Bridse Replacement
These funds have been requested for the Carlsbad Boulevard Br: over Batiquitos Lagoon. No funds are currently available, howe7 This project has been moved from the 1990 RTIP to the 1992 RT:
State-Local Partnership Proqram
Funds have been requested for the following projects:
Palomar Airport Road: from El Camino Real to Business 1
Drive.
Palomar Airport Road and El Camino Real Intersection.
Palomar Airport Road/Interstate 5 Interchange.
Tamarack Avenue: Carlsbad Boulevard to Jefferson Street
El Camino Real: Palomar Airport Road to Faraday Avenue.

Flexible Congestion Relief
This is a new program to assist in meeting Congestion Managen Program goals. Only certain very specifically defined types projects may qualify. Staff is currently evaluating projects wk may qualify.
TransNet Local
Previously all these funds were designated for the Palomar Air1 Road/Interstate 5 Interchange. With the passage of the Commui
Facilities District, these funds are now available for 01
projects. The total available through fiscal year 1998-99
$14,814,000. This gives the opportunity to provide funds
projects that were previously unfunded and to develop some
pro j ects .
Highlights of the proposed program are:

1992, revisions to the second year of the 1990 RTIP are ( included on a separate form. These revisions include:

The 1990 revised RTIP list of projects is attached to resolution as Attachment A.
The 1992 Seven-Year RTIP list of projects is attached to
resolution as Attachment B.
FISCAL IMPACT:
Approving the RTIP is a requirement under State law to obtain Federal and State funds. It is also a requirement to rece
TransNet funds. Approval of the RTIP ensures eligibility funding and programs the funding so that a positive cash flow
maintained.
Inclusion in the RTIP, however, is not necessarily a guarantee t
the projects will receive the stated funding. The amounts sh
are the best estimates of funding anticipated available at t time. In the event that funding falls short or is not availab

TransNet funding for the local road drainage program in 1995 shc a negative cash flow in that fund. The intent is to do tl project early using SANDAG bond funds which will add $430,000 1 year in debt financing until paid. Alternatively, this projc could be delayed three (3) years.
A final note on the funding shown. SANDAG funding costs are i expressed in escalated (or future) dollars. The City's Capi.
Improvement Program (CIP) is expressed in current dollars, even projects listed in future years. Therefore, the numbers on . RTIP will not match those shown on the CIP.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ADOPTING THE SEVEN-
YEAR TRANSNET LOCAL STREET AND ROAD PROGRAM OF
PROJECTS AND THE COMBINED ROAD PLAN PROJECTS
FOR FISCAL YEARS 1993 THROUGH 1999
WHEREAS, on November 3, 1987, the voters of San Diego
approved the San Diego Transportation Improvement Program Ord
and Expenditure Plan: and
WHEREAS, the Ordinance provides that the SANDAG Comm
shall annually approve a program of projects submitted by
jurisdictions identifyingthosetransportation projects eligi
use transportation sales tax (TransNet) funds: and the
WHEREAS, the City of Carlsbad was provided with an estin
annual TransNet local street and road revenues for fiscal
1993 through 1999: and
WHEREAS, the City of Carlsbad has held a public hear
