HOUSING ELEMENT EIR (EIR 80-1)
STATEMENT OF THE MATTER
The draft Environmental Impact Report for the Housing Element was completed
in September of 1979, and as required by State Law, was sent out for
public review and comment. Only one response was received and that
contained no comments.
The Draft EIR is very general and is primarily concerned with the effects
of the Housing Element on the human or social environment. This approach
is necessary because the Housing Element is primarily a policy statement
and there are no specific sites or manipulation of the physical environment
to analyze. Any large housing project or other project creating a
physical change in the environment as a result of the proposed Housing -~
Element would be subject to further environmental review at the time of
application or discretionary review. . . .
The EIR identifies several unavoidable environmental impacts. A number
of mitigatable impacts are also identified (see summary of impacts in
- EIRs). There were no significant adverse impacts identified in the
report which were non-mi tigable. ' -
By State law it is the Council's primary responsibility in reviewing an
EIR to determine if all impacts have been adequately addressed and if
the EIR meets the intent of the California Environmental Quality Act of
1970 (CEQA). Staff feels that EIR 80-1 adequately addresses all impacts
and adequately meets the intent of CEQA. There are no unresolved issues.
RECOMMEMDATICN
It is recommended by staff and the Planning Commission that the City
Council by minute motion certify that EIR 80-1 has met the spirit and
intent of the California Environmental Quality Act of 1970 and the
Carlsbad Environmental Protection Ordinance of 1972.
Council Action:
7-8-80 Council certified that EIR 80-1 meets the spirit and intent of the California
Environmental Quality Act of 1970 and the Carlsbad Environmental Protection
Ordinance of 1972.

RE: HOUSING ELEMENT AND EIR 80-1
The draft Housing Element and its accompanying EIR were
noticed for public hearing for July 1. Staff feels that
it is appropriate to continue these public hearings to a
workshop meeting at 7:00 P.M. on July 8 so that a joint
public hearing with the Planning Commission may be held.
We feel that a joint meeting is necessary because of a
number of changes have been made to the proposed Housing
Element after it was recommended for approval by the Plan-
ning Commission.
A more formal staff report will be sent to you by July 2.

NOTICE IS HEREBY GIVEN that the Carlsbad City Cornell will
hold a public hearing on Tuesday, July 1, 1980 at 6:00 P.M. in the
City Council Chambers, 1200 Elm Avenue, Carlsbad, to consider
recommending to the City Council certification of an Environmental
Impact Report describing the possible impacts created by the proposed
new Housing Element of the General Plan for property generally described
as the General Plan sphere of influence for Carlsbad (approximately
equivalent to city boundaries), and to consider approval of a new
Housing Element of the General Plan for property generally described
as the General Plan Sphere of Influence for Carlsbad, approximately
equivalent to City boundaries.
