PHASE 2 IMPROVEMENTS ON ALGA ROAD AND
RECOMMENDED ACTION:
Adopt Resolution No@-2 15 accepting improvements on Alga Road and Poinsettia Lane as
complete and directing the City Clerk to record a Notice of Completion and release bonds in
accordance with State Law and City Ordinances.
ITEM EXPLANATION:
The Daley Corporation completed construction of assessment district improvements on Alga
Road and Poinsettia Lane on June 14,199l. City forces have inspected said improvements and
found them to be satisfactory. Staff recommends formal acceptance by City Council and filing
of a Notice of Completion, required for payment of retention monies to the contractor.
FISCAL IMPACT:
Through bond funds and prepaid assessments, construction funds for the Alga Road Assessment
District totalled $15.6 million, The majority of construction funds were expended to pay Aviara
for design, engineering, grading and other street improvements made prior to the sale of bonds.
The City’ portion of the project consisted of final construction, paving and preparation for
vehicular traffic. Phase 2 of the project is now completed and a Notice of Completion is required
to pay the contractor his final retention payment.
Of the remaining $1.7 million in Assessment District funds, $805,000 has been segregated in a
separate project account for traffic signals to be installed as home construction and traffic
warrants. Approximately $900,000 remains in this project account. Staff will provide options to
Council on disposition of the remaining surplus funds at a later date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA ACCEPTING THE CONSTRUCTION OF ALGA
ROAD/POINSElTIA LANE STREET IMPROVEMENTS, PROJECT NO.
3305, ASSESSMENT DISTRICT NO. 88-l PHASE 2, AS COMPLETE
WHEREAS, the construction of Alga Road/Poinsettia Lane Assessment District No. 88-l
Phase 2 improvements, Project No. 3305, has been satisfactorily completed; and
WHEREAS, the formal project Notice of Completion has been prepared; and
WHEREAS, project costs as of June 28, 1991 have been established.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the construction of Alga Road/Poinsettia Lane Street Improvements, Assessment
District No. 88-1 Phase 2, Project No. 3305, is deemed complete and hereby accepted.
3. That the City Clerk of the City of Carlsbad, California, is hereby authorized to execute
the Notice of Completion and have same recorded.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 9th day of July , 1991, by the following vote, to wit:
