LIB RENOVATION BOND ACT RECOMMENDED ACTION: Adopt Resolution No. 91 -&I,), approving an application for California Library Construction and Renovation Bond Act funds to construct the new library in the Plaza Paseo Real Shopping Center. ITEM EXPLANATION: The Carlsbad City Library was one of 50 California libraries that applied for Bond Act funds in February of 1991. Thirty-two of those libraries, including Carlsbad, were declared ineligible. Out of the remaining 18 libraries, eight were awarded grants totaling $37.5 million. Applications for the second cycle of grant awards are due at the State Library on July 19, 1991. The State will award another $37.5 million in grants to selected second cycle libraries. Announcement of the grant awards is anticipated in October or November of this year. As explained in Agenda Bill No. 11,022 on February 5, 1991, staff recommends applying only for a grant for the new library and not for the Cole Library remodel. Staff will return to Council in the Spring of 1992 with a recommendation to apply for a Library Services and Construction Act (LSCA) grant for the remodel of the Cole Library. It is recommended that application for LSCA funds be postponed until 1992 because of the adjustment in the construction schedule for the new library and the remodeling of the Cole Library. FISCALnIMPACR If the City of Carlsbad is awarded a Bond Act grant, those funds will pay for 65% of the eligible construction costs or approximately $8,353,331. The City’s 35% matching funds will be approximately $4,497,947. Funding for the City’s portion of the project will be provided from Public Facilities Fee (PFF) funds already appropriated in the amount of about $4 million, and Community Facilities District (CFD) funds for the balance. WHEREAS, the City of Carlsbad hereby applies for a grant from the California Library Construction and Renovation Bond Act in the amount of $8,353,331; and WHEREAS, the City of Carlsbad is committed to the construction of a new library building and hereby certifies the project budget; and WHEREAS, the City of Carlsbad commits and confirms that local matching funds in the amount of $4,497,947 will be available when needed to meet the project’s cash flow requirements; and WHEREAS, the City of Carlsbad confirms that supplemental local funds in the amount of $1,431,122 will be available when needed to meet the project’s cash flow requirements; and WHEREAS, the City of Carlsbad commits itself to fund and complete the project in a timely manner; and WHEREAS, the City of Carlsbad certifies that all information in the application for California Library Construction and Renovation Bond Act funds is accurate and true; and WHEREAS, the City of Carlsbad is committed to operating the completed facility and to providing direct public library service to the community; A 7 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 I 20 21 22 23 24 25 26 27 28 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the library is hereby authorized to submit an application to the California State Library for a grant in the amount of $8,353,331. 3. That the Mayor is directed and authorized to sign the application for California Library Construction and Renovation Bond Act funds.
