ITEM EXPLANATION
Water Division's staff developed specifications for the 2l turbine meter with strainer.
turbine meter is a high flow meter normally used for irrigation purposes.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was pu
and Request for Bids was made of thirteen vendors. On June 4,1991 five bids were o
witnessed and recorded. All bids were evaluated by the staff of the Water Divisic
Purchasing Department. SENSUS TECHNOLOGY, 1632 Sierra Madre Circle, Placet
92670, was selected as the lowest, most responsive bid whose unique features me
exceed the required specifications.
FISCAL IMPACT
Funds in the amount of $40,000.00 will be available in Account Number 501-820-631
for the purchase of the meters.

RECOMMENDATION OF 2" TURBINE WATER METER W/STRAINER CONTRACT AWAR
After reviewing bid proposals and evaluating sample meters submitted, the meter shc
supervisor and myself recommend awarding the purchase contract for 2" turbine wat
meter w/strainer to Sensus Technology for complete compliance to specifications with
bid price of $397.54 each.
Two other meter companies submitted bids - Badger Meter Incorporated with a bid
$329.00 but not meeting Specification Items #8 "serial number of each meter shall 1
imprinted on register lid and maincase visible from the top of meter", #9 "all casing bo:
must be bronze or 316 stainless steel", and #15 "face to face dimensions will be 17" flan
to flange and consisting of no more than two components: strainer and meter, connectic
of which will be by 3/4" nut and bolt combination only". Wheeler Meter Maintenan
(Master Meter) bid $340.00 each but do not meet Specification Items #3 "all meter bo1 components resisting pressure must be bronze" and #15 "strainer and meter connection
which will be by 3/4" nut and bolt combination only".
After conferring with the Purchasing Officer in regards to rejection of low bids, sufficiei
justification is recorded.

requested the above stated contract be awarded to Sensus Technologies alternate bid
Model #W160S for complete specification compliance.

RESOLUTION NO. 01-231
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE BID AND
AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
FOR 2" TURBINE WATER METERS WITH STRAINERS
BE IT RESOLVED by the City Council of the City of Carlsbad, as
1. That the bids from Badger Meter Inc. and Wheeler Meter Main
did not meet the City's specifications as outlined in memorandum from
Superintendent dated June 4, 1991, and are hereby rejected and;
2. That the bid of Sensus Technology, 1632 Sierra Madre
Placentia CA 92670, for 2" turbine water meters with strainers as shown on Ex1
is hereby accepted and the Purchasing Officer is hereby authorized to ex
Purchase Order for the purchase of the meters in the amount of $29,815.50 for th
of one year beginning July 1, 1991 through June 30, 1992, with an option to rc
two one (1) year periods with the increases not to exceed 4% of the price in effe
end of the initial contract period.
