State law requires the City to adopt the building standards adopted by the
State Department of Housing and Community Development which are
substantially the same as the requirements contained in the most recent edition
of the National Electric Code of the National Fire Protection Association (Health
and Safety Code Section 17922(a)(5)). The City may modify those standards
to meet local conditions as are reasonably necessary because of local climactic,
geographical, or topographical conditions. (Health and Safety Code Section
17958.5(a).) As done previously, this ordinance will amend the standard
published code in certain respects as a result of local conditions.
After conducting a survey it has been found that the electrical fees for the City
of Carlsbad are generally in conformance with the other jurisdictions. Electrical
fees have not been changed, but the fee for issuance of an electrical permit has
been increased for the jurisdictions surveyed. The City of Carlsbad presently
charges $5.00 for issuance of an electrical permit. The cost of issuing an
electrical permit has been set at $5.00 since the late 1970's. With the rising
inflation the current fee of $5.00 does not cover the costs related with issuing
the permit, therefore, the Building Department is requesting the fee for
electrical permit issuance be raised to $10.00,

The fiscal impact to the City is dependent upon the number of electrical permits
issued in any given year. In Fiscal Year 1990-91 the total estimated electrical
permits issued, at $5.00 per permit, will be approximately 870, resulting in
revenues totaling approximately $4,350. The fiscal impact for 870 electrical
permits at $10.00 per permit would total $8,700 representing a 50% increase
in electrical permit revenues. The increase in revenues will be utilized to offset
administrative costs associated with the issuance of electrical permits.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARL!
CALIFORNIA, AMENDING TITLE 18, CHAPTER 18.12 TO ADOP
REFERENCE THE NATIONAL ELECTRICAL CODE (1990 EDITION).
The City Council of the City of Carlsbad does ordain as follows:
SECTION 1 : That Title 18, Chapter 18.1 2 of the Carlsbad Municipal CI
amended by the amendment of Section 18.1 2.010 to read as follows:

Bar #4 or larger completely encased in concrete. When below ground the c
grounding conductor shall be encased in concrete or in rigid nonmetallic conduit
six inches inside the concrete footing to the service equipment.
* The copper electrode conductor shall be continuous and unbroken
termination at the service connection.
For single-familv residential use onlv, (UD to and including 200 amp service
concrete encased electrode (rebar) may be used subject to the following requirerr
1. The #4 Rebar, 1/2" diameter, or larger, to which the grounding elec
conductor is connected must be a minimum of 20 feet long, unbroken.
2. The total developed length of rebar placed three inches up from the bc
of the foundation must be no less than 20 feet. Where splices are necess?
obtain the required 20 feet, they must be made so that the two bars overlap I
less than 15 inches and are secured by at least two steel tie wires. The splice
occur at the opposite end from the extended location.
3. The rebar may only extend out of the slab in a dry location.
4. The rebar must extend out of the slab at least six inches and not more
18 inches, and the point of connection of the grounding electrode connector mu
accessible.
Aluminum or copper-clad aluminum electrode conductor shall not be us
concrete, outside or in any other corrosive environment.

All flexible metal conduits, Type AC cables, Type MC cables, mineral ins
