These projects include: Traffic signal at Grand and Roosevelt (PFF) Traffic signal at Grand and Jefferson (PFF) Traffic signal interconnect (PFF) Traffic signal controller at State Street (GCC) Sidewalk construction on Roosevelt (GCC) The traffic signal improvements on Grand Avenue were origina designed as a part of the City's Streetscape redevelopment projel the future Streetscape Phase V project on Carlsbad Village Dri but now can be advantageously bid as a separate project. ' traffic signal construction requires no street closures and mini: work in the sidewalks in front of the downtown businesses. ' traffic signals will improve circulation on Grand Avenue and t facilitate east-west street circulation through the downt village during the coming Streetscape Phase V improvements Carlsbad Village Drive. Also included in the project is an upgrade of the traf controller system at State Street and installation of a traf signal interconnect system to coordinate circulation and impr traffic efficiency. The final element of the project is inclusion of a small sidewalk construction project on Roosev Street just south of Laguna Drive. This project is being inclu in the contract because of proximity, advantages of combined/c effective bidding, similarity of work, and efficiencies construction, The plans, specifications, and contract documents for improvements have been completed and are now ready advertisement for construction bids. Staff recommends that Housing and Redevelopment Commission of the City of Carls approve the project plans and specifications and authorize advertisement of construction bids. Construction will begin t Fall and require approximately three (3) months to complete. It anticipated that this project may potentially overlap with Village Faire schedule for November 3, 1991. ENVIRONMENTAL REVIEW: The City Council, sitting as the Housing and Redevelopn Commission, first reviewed the proposed Grand Avenue traffic sic improvements on February 2, 1988 and approved the Negat Declaration for the Streetscape Program and related improvement5 Commission Resolution No. 93. On February 21, 1989, the Hous Nos. 88-7 through 88-10 for the City's multiple-phased Streetsc Program. GENERAL PLAN CONSISTENCY: The Planning Commission adopted Resolution No. 2696 on October 1987, determining that the Carlsbad Capital Improvement Progl which included the Carlsbad Streetscape project, was in conform? with the City's General Plan. FISCAL IMPACT: Funds for this project are provided by Public Facilities Fees (I and General Capital Construction (GCC) funding. This project accc and funding was inadvertently closed and transferred from project account to the GCC fund balance during the 1990-91 fis year. Therefore, there is no current appropriation for sidewalk construction on Roosevelt, Project No. 3254. However, construction estimate for the Roosevelt Street sideb improvements, including a 15% construction contingency and rela administration and design costs, totals only $11,200. st recommends an appropriation of $11,200 fromthe Unappropriated E Balance of the General Fund and subsequent transfer to the Proj Account No. 3254 to fund these improvements.
