U&M DISTRICT NO. 1 RECOMMENDED ACTION: CITY CITY Council hold public hearing and receive public comments. Approve Resolut No. 9 I -251 adopting annual benefit assessments for Street Lighting i Landscaping District No. 1 benefit areas. ITEM EXPLANATION: At the July 9, 1991, meeting, Council approved Resolutions No. 91-222, 91-223, a 91-224 which directed the Utilities & Maintenance Director to submit an Enginec Report; approved the Engineer's Report; and set a public hearing, The purpose of 1 hearing is to accept public comment and consider approval of staffs recommendatio to levy assessments to fund street lighting and landscape services in FY91-92. The City's Street Lighting District was formed in 1983 according to the provisions the Streets and Highways Code known as the Landscaping and Lighting Act of 1% The costs of maintaining the City's street lights are funded from assessments to eal property owner based on benefit. In fiscal year 1989-90, Council approved the addition of two landscaping zones to t: original District by Resolution No. 89-194 passed June 6, 1989, at the District's pub hearing. The two zones formed were a Tree Trimming Maintenance Benefit Zone ai a Median Maintenance Benefit Zone which was to be phased in to total assessmei financing over a three year period. Fiscal year 1991-92 will be the third year of tl phase in program, which means street tree and median maintenance will be ful funded by the District assessments. The Street Tree benefit assessments provide funding for City crews to respond to citize requests as well as provide ongoing scheduled preventive tree maintenancc Responsiveness and safety have been significantly enhanced since full funding allov for one tree crew for scheduled maintenance and one crew for citizen complaints. The Median Maintenance benefit area funds landscape maintenance for the median throughout the City. Services are provided by contractors and City staff. Clean, neai and attractive medians promote a positive image of the City of Carlsbad and reflect th effectiveness of these programs. e 0 PAGE 2 OF AB# )/!%?3 FISCAL IMPACT: The Street Lighting and Landscaping Maintenance District total budget is $1,591,0 The budget consists of the programs: 1) Street Lighting Maintenance; 2) Street T Maintenance; and 3) Median Landscape Maintenance. The street lighting program budget is $761,826. It was recommended in the Engine€ partially fund FY91-92 expenditures. The fund balance includes energy deposits new developments and provides for six (6) months of operations. The total assessment spread this year is $45,373 more than last year ($615,299 $569,926) due to an increased number of City maintained street lights and a projec nine percent (9%) SDG&E increase. However, due to more efficient maintenai procedures and the fund balance contribution, the average impact to individi assessments is only 8%. The street tree program budget is $568,491. A total of $487,291 will be spre through assessments. The remainder is supplied by the General Fund to cover the c( of maintenance of trees not within the public right-of-way such as those at City H and in the parks. The benefit cost to an average residential unit will be $35.70 $9.03 higher than fiscal year 90-91. The median maintenance program budget and amount to be spread to assessments $235,227. Benefit cost to an average residential parcel will be $5.54 or $2.76 high that fiscal year 90-91. (See the approved Engineer's Report for budget breakdowns and method of spre formulas.) An average single family residence that receives all three services (street lighting, strc tree maintenance, and median landscape maintenance) will receive an assessment $78.15 for FY91-92. Ea property receives approximately the same benefit. Therefore, staff establish a benefit formula in which each parcel is given an equivalent dwelling u (EDU) based on the average size of a single family residential lot in the City Carlsbad (7,500 square feet or .17 acres). Thus, each single family parcel given an EDU of 1.0, while most other parcels are given an EDU based on t following formula: - Acreage = EDU -17 MEDIAN LANDSCAPE MAINTENANCE This service generally benefits all parcels and residents in the City. According all parcels share in the cost. However, parcels which front upon streets whi receive median landscape maintenance services generally receive more bene from landscape median improvements than other parcels. Thus, all parcels the City share in the cost of median landscape maintenance using the same EC formula proposed for Street Tree Maintenance and those parcels which front ( streets with landscaped medians are assessed twice the amount of other para not fronting on the median streets.
