E Y d 5 8 CIT-OF CARLSBAD - AGEND”-BILL Otq FINAL MAP UTO. z+NJ-91 CARLSBAD TRACT 89-14 MALDONADO GARDENS BEPT.- RECOMMENDED ACTION: Adopt Resolution No. 91 *$!bs approving the final map for Carlsbad Tract No. 89-14 Maldonado Gardens. ITEM EXPLANATION: Engineering staff has completed checking the final map of Carlsbad Tract 8914, a six lot single family subdivision, located at the northwest corner of Basswood and James Drive. The map conforms substantially with the Subdivision Map Act, Carlsbad Municipal Code, the conditions of approval and the tentative tract map as approved by the Planning Commission on October 10, 1989 per Resolution No. 2930 and 2931. This map has been found to be consistent with the Growth Management Ordinance and the requirements of the Local Facilities Management Plan for Zone 1. The project is located in Local Facilities Management Plan Zone 1 in the Northwest Quadrant. Currently all public facilities within or impacted by Zone 1 meet or exceed the adopted performance standard. For a more complete analysis of the public facilities impact for this project, see the attached Local Facilities Impact Assessment form. The project density is 4.10 du/acres. Although the projects density is slightly above the Growth Management Control Point of 3.2 du/acre, the findings required to approve the project above the Growth Control Point were made as a part of Planning Commission Resolution No. 2930 and No. 2931. When the dwelling unit projections were made for Zone 1 it was recognized that existing infill R-l, 7,600 square feet lots would develop above the Control Point. This subdivision exceeds the minimum 7,600 square foot lot size requirements for the zone and sufficient public facilities to serve the requested project density of 4.10 du/acre are being provided so that the City’s public facilities will not be adversely impacted. The 0.89 du/acre difference will not have any impacts on the adequacy of the Zone 1 Local Facilities Management Plan. The project is consistent with the General Plan and R-l Zone, meets all requirements of the Planned Development Ordinance, Local Coastal Program, and complies with Growth Management. Staff recommends approval of CT 89-14. FISCAL IMPACT: This project will generate the following fees: 1. Park-in-Lieu Fees 2. Traffic Impact Fees $4,716.00 The exact amount of public facilities fees are unknown until the applicant submits an application for building permits. Likewise, the drainage area fees are also unknown and will be assessed at the time the City adopts a drainage fee schedule. The developer David Maldonado has secured the improvements in a form acceptable to the City. No detailed economic impact analysis of this development has been conducted. While increased operating expense related to this developer are expected to offset from increased tax or fee revenue, no exact percentage of offset can be predicted. That the above recitations are true and correct. 2. That the Final Map known as Carlsbad Tract 8414 Maldonado Gardens from David Maldonado which is on file in Engineering and is incorporated herein by reference, is accepted. That the City Clerk is authorized to cause the original Final Map to be recorded in the Office of the County Recorder of San Diego County, State of California, with the appropriate Certificate of Acceptance attached. 4. That the city Clerk is authorized to release the map to Continental Lawyers Title Company for recording in the office of the County Recorder.
