ITEM EXPLANATION The City Council at your meeting of July 16, 1991, direc- uniform four-year term for all of the city's boar( commissions and committees (except the design review boar1 this office to prepare documents necessary ta establigl Resolution No. SI -269 for the citizen's committee to st growth and Resolution No. ??wg?o for the sister c committee are attached. Terms for members of the Carls: Community Cable Television Foundation cannot be direc amended by the council. The foundationls by-laws provide t: the board of directors by a two-thirds vote of the full bo' must do that. Since the terms are specified in the by-la it appears the way to proceed is for the council to ad' Resolution No. ?/-d7/ requesting the foundation board directors to take the necessary action. If adopted, st' could then explain the matter to the directors and, hopeful they would be able to obtain concurrence. Ordinance No. y\s- 1@7 was more difficult to do. The chaptl of the municipal code providing for boards, commissions committees do not follow a uniform format. That prob exists throughout the code and points out the need undertake a complete recodification. That is a tremend task and even attempting it for the chapters at issue wo have prevented returning this in a timely manner. I ordinance, therefore, corrects the terms, makes the provisi for the creation, membership and appointment consistent, adds general provisions regarding removal, compensati qualifications and vacancies to Chapter 2.08. The rest been left for recodification. The ordinance does not incl the building advisory and appeals board because the commun development director is forwarding a separate measu recommending that it be abolished. z 0 ..
