RECOMMENDED ACTION:
Adopt Resolution No. 9 1 *A& 3 mending the Fiscal Year 1991 -92 Solid Waste Enterprise Fund Budget
ITEM EXPLANATION:
On January 8, 1991, the City Council authorized the establishment of a Solid
Waste Enterprise Fund (Enterprise Fund). The purpose of the Enterprise Fund
is to establish a means for capturing solid waste expenditures, as well as
revenue sources.
AI3 939, the California Integrated Waste Management Act of 1989, requires
jurisdictions to demonstrate a funding source, to pay for preparing, adopting
and implementing source reduction and recycling programs. A key provision of
AB 939 is that it enables jurisdictions to impose fees to pay these costs.
Additionally, City Council Policy #46, Solid Waste Management, provides that
solid waste costs should be funded by fees, service charges and grants. On
August 6, 1991, the City Council approved an AB 939 Service Fee.
With adoption of the fee, the Solid Waste Management Program budget must
be amended to authorize expenditures for program activities. Attachment A
represents the approved budget and the proposed amendments. Total projected
revenue is $119,200 for Fiscal Year 1991-92 (FY 1991-92). The Fund's revenue
sources consist of the AB 939 Service Fee and County Grant Funds. The City
was awarded a County grant in the amount of $65,000 to be used for the
purchase of recycling containers. The expenditure request totals $1 12,400.
Major expenditures items include the Household Hazardous Waste Collection
Program, Yard Waste Collection Program, and the Rate Index Study.
FISCAL IMPACT:
The AB 939 Service Fee revenue allows the Enterprise Fund to fund Program
the Solid Waste Program expenses. Additionally, if sufficient revenues are
available the Enterprise Fund may reimburse the General Fund for loans which
have provided Solid Waste Program funding until this time.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAID, CALIFORNIA, AMENDING
ENTERPRISE FUND BUDGET
THE FISCAL YEAR 1991-92 SOLID WASIE
WHEREAS, the City Council is responsible for the provision of solid waste
management services to promote the safety, health and general welfare of its
citizens; and
WHEREAS, the City of Carlsbad adopted a Solid Waste Enterprise fund
Budget for Fiscal Year 1991 -92;
WHEREAS, on August 6, 1991, the City Council approved the establishment
of an additional revenue source for the Solid Waste Enterprise Fund;
WHEREAS, the City Council has reviewed the amended Fiscal Year 1991 -92
Solid Waste Enterprise Fund Budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad as follows;
