Adopt Resolution No. 9 I *&8 3 , approving the transfer of funds and authorizing the pu
of radio equipment to upgrade the existing public works radio network.
ITEM EXPLANATION
The existing public works radio system recently exceeded it limits when we atte to add the Carlsbad Municipal Water District (CMWD) to the circuit. Pacific states they do not recommend having any more than six sites on the circuit as currently structured. When we added CMWD to the circuit, nine sites were connected to the circuit. Consequently, the circuit failed and two of our v are now completely out of operation.
Through discussions with Quigley Communications, Inc. and Pacific Bell, it ha: determined that in order for us to again make the circuit operational wit sites, it must be redesigned. The redesign would upgrade it from its current 2 status to a 4-wire circuit. That redesign would also necessitate an upgrade c existing remote base stations so they will work with the 4-wire circuit.
FISCAL IMPACT:
The estimated cost to upgrade the circuit and all of the radio equipment a various sites totals approximately $8,500. The circumstances were unknown d the budgeting process; therefore, the capital expenditures and funds wer included in the 1991-92 budget. Funds are available in the General Fund Contir Account.
Staff is recommending that the full cost of $8,500 be consolidated in the Uti1 and Maintenance Department budget. The majority of costs related to this up are a responsibility of the general fund. The costs for system upgrades for Maintenance and CMWD are immaterial and will be funded from this general appropri at i on.
The balance in the Contingency Account following this transfer will be $1,978

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE TRANSFER OF FUNDS AND THE PURCHASE OF RADIO EQUIPMENT.
WHEREAS, the existing circuit public works radio system has failed d
to the number of remotes needed on the circuit by various departments; a
WHEREAS, the existing circuit and radio equipment needs to be upgrad
in order for the departments to continue to use the public works rad
system; and
WHEREAS, the circumstances were not known during the budgeting procc
so capital equipment and funds were not included in the budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the purchase of radio equipment necessary to upgrade t
system is hereby approved.
3. That the City Council authorizes the transfer of $8,500 from t
General Fund contingency account to the appropriate accounts in t
Utilities and Maintenace Department budget to cover the costs of upgradi
