FINAL MAP CARLSBAD TRACT 90-23 THE FAIRWAYS RECOMMENDED ACTION: Adopt Resolution No.gl- a(iD approving the final map for Carlsbad Tract No. 90-23, the Fairways. ITEM EXPLANATION: Engineering staff has completed checking the final map of Carlsbad Tract 90-23 (Fairways). The subdivision is located at the southwest corner of Alicante Road and Corte de la Vista. The subdivision is comprised of 149 lots with uses as follows: 132 lots for single family detached homes and 17 lots for combined uses, (general utility and access, passive recreation, slope and landscape maintenance and temporary recreational vehicle storage). The map conforms substantially with the Subdivision Map Act, the Carlsbad Municipal Code, the conditions of approval and the Tentative Tract Map as approved by the Planning Commission on October 3, 1990 and by City Council on January 8, 1991. The project is located in Local Facilities Management Plan Zone 6 in the Southeast Quadrant. Currently all public facilities within or impacted by Zone 6 meet or exceed the adopted performance standard or will be guaranteed by virtue of the payment of the Zone 6 Facility Fee. For a more complete analysis of the public facilities impact for this project, see the attached Local Facilities Impact Assessment form. The project density is 4.00 du/acres and is below the Growth Management Control Point of 6 du/acre. The project is consistent with the General Plan and RDM Zone, meets all requirements of the Planned Development Ordinance, Local Coastal Program, and complies with Growth Management. Staff recommends approval of the final map for CT 90-23. FISCAL IMPACT: This project will generate the following fees: 1. 2. 3. 4. Likewise, the drainage area fees are also unknown and will be assessed at the time the City adopts a drainage fee schedule. The developer has secured the improvements in a form acceptable to the City. No detailed economic impact analysis of this development has been conducted. While increased operating expenses related to this development are expected to be offset from increased tax or fee revenue, no exact percentage of offset can be predicted. That the above recitations are true and correct. 2. That the Final Map known as Carlsbad Tract 90-23 The Fairways from the Fieldstone Company which is on file with the City Clerk and is incorporated herein by reference, is accepted. That the City Clerk is authorized to cause the original Final Map to be recorded in the Office of the County Recorder of San Diego County, State of California, with the appropriate Certificate of Acceptance attached. 4. That the City Clerk is authorized to release the map to First American Title Insurance Company for recording in the office of the County Recorder.
