RECOMMENDED ACTION:
If the Council concurs with the proposed policy for procurement of recycled prc
recommended action is to approve the attached policy by minute motion.
ITEM EXPLANATION
The California Integrated Waste Management Act was passed by the State Le1
1989. Recycling is now the law in California. In addition to implementing Cit
programs, there is a need to establish guidelines for the procurement of recycle
used by the City and its contractors.
The proposed policy encourages the purchase of recycled products and also d
the purchase of products that cannot be recycled or reused. The staff of the E
Parks and Utilities/Maintenance Departments have reviewed the policy and conc
guidelines that are set forth for the evaluation and procurement of recycled prodL
use.
While paper goods are the most prevalent recycled products the City purchase:
recycled products that are available includes construction, automotive, road, gl:
and janitorial supplies as well as landscape, plastic materials and equipmen
recycled products are developed and tested, they will be incorporated into
Recycled Products List. When appropriate, the City will specify the use of recycle
and products in the specifications for public works projects that will be approved
Council.
Recycled products can cost considerably more than virgin material items. f
products become more readily available and as manufacturers of recycled produc
the costs should become lower. The proposed policy allows for a 15% prefert
exceed $1,000 per contract for the purchase of recycled products.
An annual Recycled Products Procurement Report will be prepared by the
Department and will include the usage of the various recycled products purcha:
by the City and City contractors.
FISCAL IMPACT
Currently, many recycled products cost 10-40% more than virgin material il
proposed policy allows a 15% preference not to exceed $1,000 per contract whc
goods are purchased.

BACKGROUND:
Solid waste management poses an increasingly difficult challenge as Ameri
consumption increases and landfill space becomes more scarce. With
enactment of the California Integrated Waste Management Act of 1989 (AB 9
recycling is now the law in California. The City of Carlsbad, as well as the COI
of San Diego and other cities are involved in implementing recycling service
meet the requirements of the new law and to conserve natural resources.
The City's implementation of a recycling program, by itself, is insuffic

POLICY:
1. It is the policy of the City of Carlsbad to purchase and use recycled pro'
whenever possible except when such use negatively impacts health, saff
operational efficiency.
The purchase of products that cannot be recycled or reused is str

3. Recycled paper shall be purchased and used in all copy machines that will acc
it and shall be used for all printing purposes possible. When feasible, a recyc
paper logo or statement "Printed on recycled paper" shall be used.
City departments and divisions shall use recycled paper for their letterhc
envelopes and business cards. A recycled paper designation shall be printed
all letterhead.
City departments shall examine their purchasing specifications and where feasi
restructure them to require the use of products that incorporate recycled mater
in their manufacture. Whenever possible, these products shall state they are mi
of recycled materials. The Recycled Products List shall include but not be lim
to the following:
I) Paper products
2) Construction supplies
3) 4) Landscape materials and equipment
5) Janitorial supplies
6) Plastic materials and equipment
7) Glass and rubber supplies.
A 15% preference, not to exceed $1,000 per contract, shall be given to recyc
products. The preference percentage shall be based on the lowest bid or p
quoted by the vendor or contractor offering nonrecycled products.
The Purchasing Department shall prepare for the City Council an annual repor
