JAPAN CITY Adopt Resolution No.91-30Yauthorizing the City of Carlsbad to act as the fiscal receive for funds collected by the Carlsbad Dance Centre to finance a student trip to Sister Cit Futtsu, Japan. ITEM EXPLANATION ' The Carlsbad Dance Centre requested assistance from the Sister City Committee for il visits to Futtsu in November. The group is travelling to Japan to perform at th USNJapan Senior All Stars Baseball Game in Kyoto, a major national event. Thirty-fiv ~ Carlsbad residents will visit Futtsu, stay overnight as guests of the City and perform fc . school children and City officials. The Sister City Committee agreed unanimously to sen as liaison with Futtsu and recommend the City serve as fiscal receiver for funds raised t 1 the Carlsbad Dance Centre to finance the visit. This program promotes a greater understanding and respect between Carlsbad ar Futtsu which is the mission of the Sister City Committee. Precedent was set in 1989/90 when Carlsbad High School students were permitted to UI the Sister City Special Trust Fund account as fiscal receiver for funds collected for week-long homestay trip to Futtsu. Contributions will be designated for the special purposes of the Carlsbad Dance Cent trip, made in check form to the City of Carlsbad and collected in the Sister City Trust fur account. Donations will be paid out in a lump sum to the travel agency conducting tt trip. Donations solicited from local businesses and individuals in support of this you cultural exchange will be tax deductible, an added incentive to contribute. The gror leaders anticipate raising between $5,000 and $1 0,000 in contributed funds. FISCAL IMPACT There is no fiscal impact since the money is held for a short period of time. EXHIBITS: 1. Letter from Carlsbad Dance Centre I m 0 Dear Chamber Member , 'Children and adults from the award winning studio, Carlsbad Dance Centre have been invited to perform at the United States/Japan Senior All-star Baseball Classic in Kyoto, Japan, on Sunday, November 30, 1991. This wi' be an outstanding opportunity to showcase a very talented group of performers who call the City of Carlsbad home. These performers and their parents have already begun raising funds to attend this international event through product sales, a benefit at That Pizza Place, a rumage sale at Pine School and a dance-a-thon to be held at the Village Square. These events are intended to finance our trio to this major event. Additionally, as a part of the trip to Japan, our troupe will make a sidl trip to Carlsbad's Sister City, Futtsu. This mu1 ti-cultural, exchange wi 77 take place on Monday, December 1 , and will involve approximately 30-35 of our performers. Our exchange will involve performances for the Futtsu city officials as well a5 visits and performances for the local school chi.ldren. Our performers and their parents are doing their part to fund the cost o the trip to the All-star Game performance. Your help is needed to make the dream of a cultural exchange to Futtsu a reality. The cost to make the trip to Futtsu is $150 per performer. We urge you to consider a donation of $150 to sponsor a performer. In return for your support your business.wil1 receive recognition in a congratulatory 1/4 page ad in the Carlsbad Journal and full page ad in the Carl sbad Dance Centre's annual, recital program. Your tax-deductible contribution to support this exchange wi77 enhance our goal of ci ty-wide participation and send a message to our young people that the business community of Carlsbad does care for and . support wholesome activities for its youth. WHEREAS, The Sister City Committee’s mission is to promote a gre understanding and respect between the City of Carlsbad and Sister City Futtsu, JaF and WHEREAS, the Carlsbad Dance Centre has requested assistance from the Cit Carlsbad and its Sister City Committee by acting as fiscal receiver for donations for group’s upcoming trip to Futtsu, Japan in November; and WHEREAS, the City of Carlsbad set precedent by permitting the Sister City TI account to be used as a fiscal receiver by Carlsbad High School students in 1989 for ti trip to Futtsu, Japan in February 1990. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsb California as follows: 1. That the above recitations are true and correct. 2. That donations for the specific purpose of the Carlsbad Dance Centre’s \ to Futtsu, Japan be accepted in the Sister City Trust Fund account no. 880-519-92 0000 and said donations be paid out in lump sum to the travel agency coordinating i trip. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad ( Council held on the 17th day of September, 1991, by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Larson, Stanton and Nyga, NOES: None ABSENT: None ATTEST: ALETHA L.
