RECOMMENDED ACTION:
City Council adopt Resolution No. ‘1 I - 3 3 L , adopting the 1991 Police Salary Schedule.
ITE!M EXPLANATION.
The Memorandum of Understanding (MOU) with the Carlsbad Police Officers’ Association (CPOA) specifies that salaries for 1991 will be set by conducting a salary survey during the r of SepteQber 1991. Salary ranges are determined by applying a formula that will establish Carlsbad‘s’ benchmark position of Police Officer at 3.5% above the average of the top merit s the corresponding classification among the surveyed agencies in San Diego County.
As a result of the salary survey, salaries for all classifications represented by CPOA will rece 5.3% salary increase. The salary increase will be retroactive to June 24,1991, as called fori MOU.
FISCAL IMPACT:
The cost of salary and salary-related benefits for the 1991-1992 fiscal year totals $236,434. cost is to be supported by a transfer from the General Fund Contingency Account. The bala1 the account will be $1,714,206.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE SALARY
PLAN FOR EMPLOYEES REPRESENTED BY THE CARLSBAD POLICE OFFICERS' ASSOCIATION FOR "€E 1991-1992 FISCAL YEAR,
WHEREAS, the Council did on August 7,1990, by Resolution No. 09-2
approve the Memorandum of Understanding (MOU) between Management and
representatives of the Carlsbad Police Officers' Association (CPOA), which calk
certain salary adjustments; and
WHEREAS, it is now appropriate in accordance with said Resolution for
City Council to implement said adjustments by amending the salary plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Cit
Carlsbad, California, as follows:

That the Classification and Salary Range Schedule for Police Safe
Personnel for Fiscal Year 1991-1992 as set forth in Exhibit A, attached hereto an
