MTG. 10/22/91 DEPT.ENG/MP GRAND AVENUE TRAFFIC SIGNALS AND SIDEWALK CITY/ CITY r IMPROVEMENTS ON ROOSEVELT STREET c I I RECOMMENDED ACTION: Adopt Resolution No. 9 I " 3Ll.3 accepting bids and awarding a contract fo construction of the Grand Avenue Traffic Signals and the Roosevelt Street Sic Improvements, Project Nos. 3254, 3273, 3277, 3278, and 3283. - ITEM EXPLANATION: On August 6, 1991, the City Council approved the plans and specification authorized advertisement of construction bids for the Grand Avenue Traffic Si and related improvements. Traffic signal at Grand and Roosevelt (PFF) . Traffic signal at Grand and Jefferson (PFF) . Traffic signal interconnect (PFF) . Traffic signal controller at State Street (GCC) . Sidewalk construction on Roosevelt (GCC) D Ill 5 8 pt a. z 0 .. 6 e a z 3 0 0 The traffic signal improvements on Grand Avenue were originally designed as , of the City's Streetscape redevelopment project. The improvements were progl to be constructed concurrent with the future Streetscape Phase V proje Carlsbad Village Drive, but now can be advantageously bid as a separate prc The traffic signal construction requires no street closures and minimal work s'idewalks in front of the downtown businesses. The traffic signals will ir circulation on Grand Avenue and thus facilitate east-west street circu' through the downtown village during the coming Streetscape Phase V improveme Carl sbad Vi 11 age Drive. Also included in the project is an upgrade of the traffic controller sysi State Street and installation of a traffic signal interconnect system to coorc circulation and improve traffic efficiency. The final element of the projc the inclusion of a small sidewalk construction project on Roosevelt Stree' south of Laguna Drive. Staff recommends that the City of Carlsbad accept the bids and award a constr contract to Lekos Electric, Incorporated. Construction will begin in Novemb require approximately three (3) months to complete. ENVIRONMENTAL REVIEW: The City Council, sitting as the Housing and Redevelopment Commission, reviewed the proposed Grand Avenue traffic signal improvements on February 2 and approved the Negative Declaration for the Streetscape Program and rc improvements by Commission Resolution No. 93. On February 21, 1989, the Hc and Redevelopment Commission approved Coastal Development Permit Nos. 88-7 tt 88-10 for the City’s multiple-phased Streetscape Program. The sic from environmental review. GENERAL PLAN CONSISTENCY: The Planning Commission adopted Resolution No. 2696 on October 21, determining that the Carlsbad Capital Improvement Program, which include Carlsbad Streetscape project and Roosevelt sidewalk improvements, w: conformance with the City’s General Plan. FISCAL IMPACT: Funds for this project are provided by Public Facilities Fees (PFF) and Gt Capital Construction (GCC) funding. That the above recitations are true and correct. 2. That the low bid submitted by Lekos Electric, Incorpor; the amount of $186,984.95 is hereby accepted and the Mayor and City C1 hereby authorized to execute a contract hereafter.
