RECOMMENDED ACTION:
Adopt Ordinance No. NS-183, establishing mandatory recycling regulations.
ITEM EXPLANATION
Ordinance No. NS-183 was introduced and first read at a regular City Council meetix
on October 22,1991. The second reading allows Council to adopt the ordinance whic
would then become effective in thirty days. The City Clerk will have the ordinanc
published in the "Carlsbad Journal" within fifteen days, if adopted.

AN ORDINANCE OF THE CITY COUNCIL OF THE CrrY OF
CARLSBAD, CALIFORNIA AMENDING TITLE 6, CHAPTER
6.09 OF THE CARLSBAD MUNICIPAL CODE TO l"DATE
RECYCLING
The City Council of the City of Carlsbad, California does ordain as fol
That Title 6, Chapter 6.09 of the Carlsbad Municipal Code is amend
the addition to Section 6.09.010 and the addition of Sections 6.09.092, 6.09
6.09.094 and 6.09.1 11 to read as follows:
6.09.010 Definitions.
(f) "Aluminum" means recoverable aluminum materials such as
beverage containers, siding, and other manufactured items.
(g) "Cardboard" means post-consumer waste paper grade corn
cardboard (#1 I), kraft (brown) paper bags or solid fiber boxes which have served
packaging purpose and are discarded and can later be reclaimed for collectioi
recovery for recycling.
(h) "Commercial Recyclables" means recyclables from the two comm
subcategories of office buildings (of more than 20,000 sq. ft.) which are office p
corrugated cardboard, newspaper, and aluminum; and hospitality (restaurants
taverns) which are corrugated cardboard, plastic beverage bottles, glass jars and bc
white goods (appliances), aluminum, and tin and bimetal cans.
(i) "Commercial Solid Waste" means solid waste originating from s
offices, and other commercial sources, but does not include construction or demo
waste.
(i) Tonstruction Waste" means the demolition, dredging, grubbing
the rubble resulting from construction, remodeling, repair and demolition activiti
housing, commercial or governmental building and any other structure and pave:
(k) "Curbside Collection" means the collection of recyclables fro1
residential waste stream from curb or alleyway.
(1) "Designated Recyclable Materials" means materials that are recyc
and/or reusable within the following categories of residential, commercial (offict
