CITY M APPRAISE PROPERTY AT 6550 PONTO DRIVE
RECOMMENDED ACTION:
Authorize staff to retain Appraiser to appraise the property
6550 Ponto Drive, Carlsbad.
ITEM EXPIiANATION:
The City of Carlsbad has been approached by the Mobilehome Owne
Association of Lanakai Lane Mobilehome Park regarding the potenti
assistance of the City in preserving the affordable housing locat
within the park. Staff has met with mobilehome owners, the
representatives, land owners and spoken with the master less
regarding this request.
The City's Housing Element states as one of its' goals to preser
and maintain the existing mobilehome opportunities available
lower and moderate income households. The property is located
6550 Ponto Drive in Carlsbad is approximately 2 14.13 acres wi
156 mobilehome units. A site plan of the park is attached
Exhibit "2" and the assessor parcel map is attached as Exhibit "3
Prior to any staff recommendation on the Lanakai mobilehome owtie
request, specific data must be gathered. Specifically the Ci
must gather information sufficient to determine if it is in t
public interest to assist in acquisition of the property. T
first step in gathering information is to retain an appraiser
appraise the "Lanakai property". According to state regulatio
City the will retain a competent professional appraiser to apprai
the fair market value of the property.
The appraiser will contact the property owner/lessee to arrange f
a time to inspect the property. The owner, lessee or the
representatives designated in writing will be given the opporturii
to accompany the appraiser during the inspection of the proper
and encouraged to provide any information that may be requested
that an accurate and fair appraisal can be made.
This is not an offer to purchase the property nor is it a notice
interest to acquire the property. Appraisal of the property wi
enable the City to review all the options and potential financiq
assistance feasible.

FISCAL IMPACT
The estimated cost of the appraisal should not exceed S10,OOO (
thousand dollars). Funds are available in the 20% set aside
and moderate income redevelopment housing fund. Under st;
regulations it is appropriate to use this fund to maximum ext
possible to defray the costs of production, improvement
preservation of low and moderate income housing.

the letter we sent to Mr. Ted Vallas on September 25, 1990,
regarding the possible purchase of Lanaki Lanes by the residents
association. This letter was responded to by phone by Mr. Valla
on October 10, 1990, wherein he said he was not interested in th
least and indicated that there was no reason to call him further
In addition I am forwarding under a separate cover to Kathy
Graham the copies of the resident surveys and reservations in
order for her to ascertain that at least 20% of the residents in
the park fall within low/moderate income guidelines as set by th
State of California.
